In the Kentucky Legislature, the Senate bill to amend the charters of the banks of Kentucky, passed the House on the 31, by a voteof 73 to 19. The bill is ‘a very long one, and provides that all the banks together shall extend their issues a million beyond their ordinary business; and the State is to retire an equal amount of the five per ceng bonds, and to be relieved from the disputed claim of the ising out of the Schuylkill fraud; that the State may take further amounts of stock asan individual. This aa long step on the road to ruin; the $1,000,000 to be loaned by the banks, will be necessa. rily and inevitably lost. ‘The law is analagous to that of Alabama, by which the banks borrowed $5,000,000, and loaned it ‘on terms of years to embarrassed individuals. Not a dollar will ever be recovered. The bill before the Kentucky House, to pay the contrac- tors on the public works, was proposed to be amended by issuing to the State creditors certificates bearing six per cent interest, instead of stock. Although the general business of the United States pre- sents undoubted indications of a higher degree of prospe- rity and national strength than ever before, yet the position ofthe city of NewYork is mot such as to hold out prospects speedy advance in business or the value of property: On the other hand, notwithstanding that the whole wealth of the couatry is rapidly accumulating, and distnbutive wealth increasing, property in New York must retrograde yet fora season. The effect upon rents will be felt next year, after a number of owners have lost a year’s revenue. Competition for tenants will then go- vern rents—competitien for stores has hitherto governed them. With the reduction of rents the money value of Property will really be affected.
