The House refused to take it up. Late From Yucatan.—A letter from Sisal, dated January 29th, says:—The Mexican steam Trigate Montezuma appeared off that harbor, and discharg- ed several broadsides at the town, but without causing any damage. About sundown, she hauled off, taking with her the Columbian schooner Flecha lying here without cargo. The other vessels in port remained at their anchorage unmolested, except a schooner recently arrived from the Ralize, which made sail. The Freeland arrived yesterday from New Orleans. The banks have full confidence in this stock, and lend freely on it. Mohawk}; Stonington 4; Farmers’ Trust fell }. Atthe new board, prices were still a little more active, and in advance of those at the old board. ‘The Monmouth Bank, of Now Jersey, has exploded.— It seems about sixty day's since, Moses Y. Beach bought @ part of it for $5,000 ; paying down $2,000, and to pay $1,000 more through February, and the remaining $2,000 in the spring. He received five thousand dollars ac- commodation in Monmouth bills. When the move- ment was made to repeal the charter, which has passed the lower house, 42 to 8. ‘The $1000 due in February was not Qnly not paid, but Mr. Beach be- gan to put the Monmouth bills upon the market, realizing about $800, He is thus $1200 out of pocket, and responsi- ble for the other $3000, The late return of the Monmouth Bank was sworn toby a Mr. Beach. ‘That affidavit may be made avaiioble for the whole liabilities of the bank. ‘There is very little variation in exchanges, except on Alabama, The majority of the transactions are done with the greatest facility through private houses, atthe low and regular rates produced by wholesome competi- tidn among free traders. A sall bills are payable in the con stitutional currency, there can be no other variation than that created by demand and supply with facility of inter, ‘course, operating within the limit of the cost of transporta- tion of specie. The rates are as follows:— Conniann Notes or Banx Norns —. Domnsric Brus. Safety Fund. Security Banks. The state of affairs in Keatucky has been very singu- lar, and for some time very critical. There has been a great pressure inthe State amongall those dependent upon Bank loans, the subsiding tide of which has left them with valueless specula ion and extended credits, without the meansof meeting their engagements. This is not pecu- liar to Kentucky, but is general over the whole country- It has produced there, however, among embarrassed in- dividuals, astrong desire for legislative relief. The pro- posals for relief took two forms, very dangerous tothe cre- dit and standing ofthe State. One was astay or valuation law, and the other a newJbank,to be based on State credit, with the avowed object of lendiag money to embarrassed individuals. The first bill, the stay law, passed the House by a vote of 48 to 45, but on the 14th inst. was defeated in the Senate by avote of 21 to 17. This vote was also con sidered a test vote as which, however, was to the fate of the projected bank, lost in the House 48 to 49, It was to be reconsidered next day, but if it passes, it will not pass the Senate. The effect of the establishment of the bank would be to destroy the revenues of the State de” rived from the banks now in existence. These two dan- gerous questions being disposed ofthe clouds which hung over the State are nearly dispelled. The bill to extend the 5 per cent tax is yet to be acted tipon, but as the feel- ing seems to be sound, and the matter imperative, it will Probably pass. The committee appointed to examine the banks of the State in regard to their ability to extend their loans to “‘re- lieve the people,” have reported. This fact has undoubtedly been owing in some degree to the non-payment of the bills, which were consequently extended inthe form of notes. It is undoubtedly true that there has been less demand for bank facilities than formerly, but it is not owii toa diminution of real business, a fact abundantly proved in the unusually large receipts of Kentucky produce, tobac” co, &e., at New Orleans, and by the low state of the ex. changes. Acash business has been done through known private houses, and consequently the banking business hasdeclined. The committee, however, after admitting the above fact, that bills for discount are not to be pro_ cured, because the business of the country does not re- quire it, state as follows “They have also conferred with the President and Direc- tors of the Bank of Kentucky and Northern Bank of Ken- tucky, and have made an arrangement with the directory of each of those banks to aid the productive industry of the remaining eight congressional districts, xot supplied by the location’of the two branches of the Bank of Louisville, stated above, by a loan of not less than one hundred thou- nd dollars in each congressional district, in sums of not more than one thousand dollars to each applicant, to be re- paid by the expiration of two years, in calls of not more than ten per cent each, for the two first renewals of one hundred and twenty days, and then in calls of not mor than twenty per cent for every additional one hundred and twenty days the said loan shall run; and herewith report abill to enable the Legislature, if they a committee, to carry the arrangement into If the “ business” of e with the fect.” the country does not require the bank loans, to whom are they tobe made? It is precisely similar to theold relief law of of Alabama, which has ended in the loss of $6,000,000, and to which alone, according to the re- cent publication of the cashier of the Mobile Bank, may the disasters of that State be ascribed. Mr. Helm, one of the committee, dissented from the report, and stated that the banks could not make these loans and maintain specie payments. The Bank of Kentucky, and the Northern Bank of Ken- tucky, have each State subscriptions to their capital; the former institution $1,000,000, on which the State pays five per cent, and the bank declares a dividend, paying the ba- lance to the State. During the two years and a half when the bank suspended its dividends in consequence of the Schuylkill fraud, the State incurred a debt tothe bank tor the interest on the $1,000,000, amounting to $125,020" ‘The business of the banks has now fallen off so that they cannot employ their funds, and it has proposed to the State to withdraw its $1,000,000 bends from the bank; in consideration of which the bank will forfeit the interest due on them, and make the above loans proposed in the report ofthe committee, The Northern Bank holds $750,- 000 State bonds under the same circumstances, and pro- poses to loan $600,000, if the State will withdraw the bonds. The operation is to diminish the bank capital, by the amount of the Stat subscription, and employ a por tion of the remaining capital in long loans, on doubtful se- curity.
