Sales were not large, and prices generally gave way. Ohio 6's fell } per cent; Kentucky 6's, 1; Delaware and Hudson, 3. Mobile funds were better to-day ; that is to say, there is very little disposition to buy. The rate is nominal at 35, At the new Board there was but a small business done. ‘The President addressed the public at some length. Mr. Harlan, the Secretary of State for Kentucky, re- cently published a statement of the debt of that State giv- ing the full amount at $3,902,783, viz :—$515,000 at 5 per cent, and 8,387,783 at 6 per cent. It is a most extra- ordinary fact that he omitted $917,600 of bonds issued to the Board of Education, $29,000 to the Commissioners of the Sinking Fund, and $2,000,¢00 issued to the Bank of Kentucky and the Northern Bank. This accumulation of funds, it appears, i in the shape of deposites remaining unemployed through the distrust of the times, and thi fluence of unwise legislation. What prevents the inves ment of this money in mercantile pursuits? Why is it that produce at low rates afferd no temptation to the dealer? It is chiefly because vicious legislation has utterly deranged our foreign commerce. The foreign trade has been annihilated in the last six months to the extent of near $50,000,000. . The embargo of 1807—8, was harmless in comparison with the blighting influence of a protective tariff upon commercial interests.
