In the returns there re ported, the States of Alabama and Illinoit ce embraced, the authorities of which States are about ©) vxing up the banks. On the 28d ult. the Legislature of Hi linois passed bill, which is now a law, putting the @taty Bank in liquidation. The most important result to the State from this measure, i® that it reduces her public debt more than two millions of dollars at one swoop. After the bill in reference to the Shawneetown Bank shall have passed, the State debt will be diminished one million more, mak- ing three million dollars of a reduction of the public debt hese two measures alone, in General Assembly. The report of the Treasurer of the State of Michigan gives some useful details in relation to the debt of that State. The interest on the State debt has not been paid since July, 1841, except on $3,000 held by the United States War Department. Griswold, from whom they passed to the United States Bank ; the whole amount of bonds originally held by the F. L. and T. Co., by purchase of the Morris Canal Co. in 1838, being $907,000; they now hold $570,000, and have sold to other purc.asers $320,000, as will appear by the following schedule. Of the $3,855,- 000 hypothecated by the bank, there are in the hands of De Rothschilds $1,431,000; Denison & Co. $900,000; Hope & Co. $1,252,000, and with Morrison & Sons, $272,000. For all the above bonds in the hands of other holders than the United States Bank, and for $997,000 or $098,009 of thelatterghe State has received consideration, accor- ding to the amount ascertained to have been received in pursuance of the act and joint resolution of Feb. 7, 1842. Wt to 01-602 to 812-902 to 1100—with Dennison From these circumstances, it appears that the largest portion of the State debt, $8,859,000, is held and identified in the hands of the United States Bar by which institu- tion they were procured from the State, and the failure of which to pay the amount was the cause of the insolvency of the State, by depriving her of the means she relied on to meet her engagements. As no third party has interfer- vened, or become interested in these bonds, the State has an undoubted right to cancel them, and will do so. The condition of the State, otherwise, is sound. Of the estimated worth of the State railroads as afore- said, no reasonable doubt can exist; for by the operations of the central road during the past year, it is clearly de- monstrated that that work has paid, from it’s nett proceeds, after deducting all repairs and expenses, t be interest on its entire cost; and by this standard alon’e, proving its worth to be its co: nd when the said 1.9ad shall be completed to Marshall, which it is supposed it will bevery soon after lake navigation commences, the ne tt proceeds must be greatly enlarged, on account of its increased length, and greater capability of operation, o: fering ad- ditional facilities to the travelling public, and with but slight addition toits expenses. It is, therefore, co. vfidently believed, that its profits will nearly, if not quite, be doubled the current year. So with the Southern road, when it shall be iro ned to Hillsdale, which it is supposed will be dene abo ut the same time as above mentioned; and opening, as it then 11, a favorite thoroughfare through one of the most beau- and fertile portions of that ogneultural district, which ti was among the oldest settled parts of the West, and populated “by un industrious and thriving people, it ia reasonable to expect fair, if not large profit from’ that work also. There then remains, as a domestic indebtedness, in war- rants against the internal improvement fund, the amount, as near as may now be estimated, of $262,372; which in- debtedness can be more than heres boar by the remain- ry thi ing 200,000 acres of land, granted e late act of Con- gress as aforesaid; escheated lands under tax sales of last year, amounting to about 4,000 acres; and lands and im- provements received through the Michigan State Bank.
