Amoierete amount of business was done atthe stock board this morning, with very little changein prices— New York State 7’simpreved } ; Ohio 6's of 1960 declined 3. Mobile funds 11 a 11}. Rumors are in town from Washington, that the Hon. John C. Calhoun is to proceed to Englandon a mission based upoa the late movements of Gen. Duff Green, in re- lation to a reciprocal treaty between the United States and France and England. The Mechanics’ Bank of this city, a Safety Fund Insti- tution, with acapital of $2,000,000, has for seme time not paid dividends, and the stock eells at 57 percent in the market. In pursuance with the general consent of the stockholders the institution is to apply at the coming ses- sion of the Legislature fora reduction of the capital to the extent of 20 perct. or $400,000. The real deficiency of the capital, after cutting off all that is in any degree doubtful, is represented at $250,000. A reduction of $400,000 would therefore leave a surplus of $150,000, and admit of dividends on the remaining capital, which now lies dead. A large portion of the bad debts'may ultimate- ly be recovered, and will in #0 much increase the divi- dendson the remaining stock. We presume no objection will be raised in the Legislature except for the purpose of feos, against the diminution of thé Bank capital. ‘There are other institutions which want looking into sadly.— The Manhattan, with a perpetual charter, professes to be above all law. Its stock 1 selling at 61, and it is very generally believed that all the purchases are made by the Bank itself, through its broker. This is a matter which should materially affect the perpetuity of the exclusive corporate privileges. Thesystem of allowing Bank Of- ficers and Directors to amass large private fortunes, by means of exclusive privileges, at the exponse of the pub- lic and innocent stockhoide ‘s, will receive serious legis- lative attention during the coming session. In October fast a State Convention was held at Syracuse to take this matter into consideration, and the result was the adoption of the following resolution :-— “ The Resolved, as the sense of this Convention, that no bank should be chartered or permitted to issue bills for circulation without rnfloerne Ma each and every stock holder in the institution ly liable for all the debts of the institution as co- rertners. and joint debtors are lia- ble in their ordinary dealings and business. ‘The memorial is now in active circulation throughout the interior, and the public, smarting under the severe Joases they have sustained from broken banks, there being now afloat $540,000 of the bills of broken -eafety fand banks alone, are very earnest in signing it. ltisas we have remarked on many occasions, the English system of banking, and is effectual in protecting the public from loss. Its operation is to compel those who engage in the business of banking, whether individually or collectively, to run the risk of their own speculations and not as under the American system to allow them to pocket the profits and thre w the Jomes on the public. If such provisions were enfon ced, we would not see institu: tions exploding and reducin g numbers of widows and or- phans to beggary, while its ' directors continue to live in more than Eastern magnifi sence. We have received the Ma ssage of Gov. Bigger, of Indi- ana. The state of thetreasa ry is thus briefly described:— The eflect of these treasury notes on the State Treasury will demand your consideration. Nearly the entire State revenue for the past year, from present indications, will be paid in this currency. This leaves the treasury near- ly destitute of means to pay the members of the Legisle- ture, the various public officers, and the current expenses oftbe Government. The share India entitied to re. ceive from the distribution of the proceeds of the public lands is $256,877 66. The General Government has with- held, of this sum, $13,975—to may back interest due on the bonds of the State purchased by the General Govern. meat, and invested in the Chickesaw and Chocktaw a. nuities, Ung a balance to the credit of the Stete of $12,902 66. This may be set down as constituting the emount of actual money to meet the expenses of the State for the present y: After making many judicious remarks in refation to the State debt, he sums up as follow: But while we depreeate actual repudiation, let us be- ware of that silent repudiation, which, avoiding the di- reet ct, produces the same result. Our embarrassments at home, growing out of our treasury notes, must neceska. rily prevent us, until they are redeemed, from doing what duty requires at our hands. we ehould never lose sight of our liabilities, nor seek to avoid, either directly or indirectly, the demands of justice. Thus the Governer gives no encouragement as to the speedy adoption of any measures towards paying debts. It does not seem to meet the views of the eltras of either party. The paper men object that the paper circulation will not be large enough, and the bullionists are afraid, as well as the ‘President himself, who limits the amount to $15,000,000, that there will be too much. Now, if the President had been convinced of the perfect soundsiess and utility of the currency he proposes tocreate, why should he object to allowing the amount to be regulated wy the wants of trade? He was clearly not convinced of it, He was airaid of the phantom of his own creation, and like an engiueer proving a piece of ord. nance, he begins with small charges, and is afraid that his instrument of destruction will burst under his hand. Af- ter showing these indications, he avows that the chief purpose of the exchequer is “to pay the debts of the go- vernment with the redeemable paper of the government.” ‘The message further remarks that this money paid out will enter into general circulation, “thereby realising the great want of the age.” If $15,000,000 of irredemable gov- ernment paper isthe great want of the age, then is the mil- lennium certainly approaching. If awant so easily grati fied is all that is necessary to promote happiness, why was Dr. Dyott vent to prison? After this money is paid to the go- vernment :reditors, ‘‘ which is its chief object,” there will bea board of exchequer with 26 branches, and not one dollar in their tills. A merchant then calling would ask, “Will you buy my bill on any given point” “ We can. not to.day—we have no money.” ‘Will you draw on another branch ?” “They are in the same situation as our- selves. They h weno funds at present.” “ What can you do? “Why, if you have got any specie, we will take it and give you ace: tificate of deposite without interest.”— « What will you do with my specie?” “ Oh, pay the go- vernment debts witlvit. The Treasury is very short just now.” This is reall-y all that the concern could do. The government bills cou Id scarcely enter into general circu- lation ; and if they did 80, would come in active competi- tion with all the circuJation of the banks. All that are issued and payable in t’ais city would either be discredited by thebanks, and not come into circulation, or they would entirely drive out the bauk circulation. The two curren. cies would nit circulate together. We may now draw a parallel between the President's plan and that of " Frank- lin?':— Peas or “FRanxriy.” 1. To issue government paper money to the creditors at their option, or on depos ite of specie, dollar for dollai of specie kept on hand to re- present it-—such issues un- limited in amount. 2. The exchange office may sellor accept a bill of exchange, receiving there- for the tull amount in specte or the bills of the office hereby authorieed. Puan oF THe Presipent. 1, To issue $15,000,000 of paper on the credit of the government, one dollar of specie to be kept for three paper ones issued. 2. The Exchequer may deal, that is, buy or sell bills of exchan ze, paying out or receiving for them the bills here authorised. 3. The Exchequer may issue certificates of deposite to those who deposite specie with it. ‘The plan of “Franklin” allows as much paper money as the people or their business want, and is well secured, or can command the property w‘hich it promises, and allows all those who wish to use the facilities which it offers to exchanges, to avail themselves of it or not, as thoy please; and every point secuited so that specie will al- ways be kept on hand to an ami unt fully equal to all the paper outstanding, The Presidient’s plan proposes to is- sue $15,000,000 of paper based adtogether on credit. He states that.$5,000,000 of specie shall be set apart to repre- sent it as ‘occasion requires.” ‘i"his is merely nominal— the specie may or maynot be kept on hand. He then allows of thesaleof bills and the emission of certificates of de- posite for specie, but makes no provision for keeping the specie on hand. It may be received atone door from a de- positor and paid ont to a creditor atjthe other. It thus authorises three descriptions of peper. The plan of “Franklin” authorises two. The latter makes every pos. sible provision for the security of the paper. ‘The Pr dent proposes no security whatever, but avows that the chief object is to borrow money for the use of the Govern. ment, all other means of borrowing having failed.
