Many schemes have alreaily been proposed. There is, perhaps, no sub- Jecton which people pretend so much wisdom, and are Possessed of so little information, as that of finance. Pre- sumption always goeshand in hand with ignorance; ac. cordingly, the “regulators of the currency” are amon); the ‘most impudent and ignorant of business men. Amonj; all the plans proposed hitherto, that of “Franklin” comer: the nearest to that which isdesirable, because it entirely ex- cludes all borrowing and all lending. No speculator, no needy financier, can, under its operation, obtain the finds or the property of other people without rendering: an equivalent. This fact has caused “Franklin” to be assail- ed on af}siues witha virulencea little remarkable. "Chis plan, of all others, has called forth general discussion, evincing the fears of the knaves of both political parties that it might come into favor, and thus cut off all hope of their obtaining the proceeds of industry without recom- pense. The most jesuitical and silly attack made on it was in the Journal of Commerce of thismorning, which from ablasphemous beginning, drew out a tirade of incoherent folly, and then objected to the plan, as follows :— bbl. ork, prime Am, bbL. $3; beef, prime Am, bbl, “Any exchequer which should go into practical opera- py eal Tau; aster; Awe Ib. 150; fard, dot ib. Another ready resort sag the issue of certificates of deposite, when no deposites actually been made. Governments always have, poy ~s ways will resort to the means of such est when thes means of the ment run low. There would be no check upon the power of Congress in this respect.” We have italicisedtwo lines here, in order to contrast them with the proposition of this sage writer, which fol- lows :— “Treasury notes constitute the best nation:al currency. We should have ten millions of dollars of them, in deno- minations of five to twenty dollars, drawing no interest, and not payable at any time, but receivable at all times in payments to the government. These would constitute a currency unsur; |, and at the same tirae the nation would save the interest on the amounts kept in. circula- tion. Such a currency would require no exchequer, and no Rew organization ot all. ‘The bills would be paid out by the disbursing officers in the same sienner as, Sank notes, and received t allcollectors in thesamemarmer. There could be nothing so cheap, so convenient, aiid so safe for the government. These should be issued, not for the sake of constituting anational currency, but asthe best means ot torrowing money. This plan could newer essentially disorder the curr . Letus then maintain our present safe position, andconsent that our exchanges shall be re gulated by that pertect code of jaws which has been es- tablished for chis very purpose.” ‘Was ever such contradictory absurdity as this? If there is no power to prevent Congress from falsifying its faith, and using specie deposited with it for s:ife keeping, what power will prevent it from issuing $10 0,000,000, in. stead ef $10,000,000, of paper money, ‘not payable at any time?” The disbursing officers to pay out irredeemable paper money ad libitum! Who isto know ‘whether five or fifty millions are outstanding? It is then. gravely al- ledged that giving government, which cannut betrusted with specie to keep, the power to raisea forced loan by issuing its psper promises ‘‘ not payable at any time,” will “never essentially disorder the currency.” Such are the sagacious remarks and propositions of those who un- dertake to regulate the currency.
