The small demand for bills from importers may be estimated, from the fact that at New Or- leans, where 10 per cent of the United States revenues are received, the actual receipts for the first three quarters of the present year and a large estimate for the fourth quar- ter, gives but $883,000, which would make the customs revenue of the United States for the year short of $9,000, 000, to meet expenses of $25,000,000. ‘These receipts in- clude the bonds of former years, and the cash duties on the whole imports of the present year. The currency of thesouth isslowly coming right. The Union, City, Com- mercial and State Banks of New Orleans have resumed before the time required by law. This makes six specie paying banks at that point—quite enough for all practicay purposes. In Alabama the Legislature is about to con- vene, and the course likely to be pursued may be gather- ed from the following passage contained in a letter of the Hon. David Hubbard :— “At least two of our Banks should be placed in the hands of Commissioners at the next session—and a system of gradual winding upcommenced with the balance. If, after the — come in, it is ascertained that the Tusca- loosa, Montgomery and Huntsville Banks can go into healthy resumption by the ist of May next, then passa law compelling them to do so. But if they cannot resume by that time they should be compelled to pay out imme- diately al} the silver in their vaults. An estimate should be madeof the amount of silver in their vaults, and circu- lation in the country—and how much could be paidon each dollar. The Banks should then pay the ratio on eve- ry dollar, (say fifty cents) presented, take in the whole amount, and instead of paying out the depreciated notes of other Banks, pay out post notes falling due, 6, 12 and 18 Perak and bearing 8 pef cent interest from date till paid.” This it will be seen is a half-way measure, and indicates ‘a disposition still to tamper with broken banks and tole- rate an irredeemadle currency. The motive which Prompts to this course is tantamount to repudiation, in as much, if the banks, on being found unabdleto pay their debts are compelled to go into liquidation, a return to texa- tion is inevitable. This result there is a disposition “to dodge.” What it is proposed to achieve by compelling the banks to turn the specie out of their vaults and then driving it outof the State by a post note currency, is not easily seen. After the first January next the Ohio cur- rency will be pruned away and the number of banks re- duced from 31 as formerly to 8. In allsections ofthe Union thecurrency is becoming sound, and the movement both sccelerates and is supported by the state ofthe foreign ex- changes, ‘At the date of the last packet we remarked upon the im provement in sound stocks consequent upon the result of the New York election. That feeling has continued in regard to most stocks, and will probably continue so to do under the abundance of money seeking investment. Hast Co, rr Pe aaneth The New York stocks have improved from 1 to 4 per cent above the accumulation of interest. The Ohio stocks have also improved, a¢ the fears of an increase of the debt of that State by the new Legislature have subsided, The Kentucky stocks are influenced by the continued sale of new stock issued for contractor’s certificates, authorized at the last session to the extent of $600,000. The Pennsylva- nia stocks were buoyed up alittle by the force of selling the State property, but have since fallen back. The time has gone by when the credit of that State or any other,can be restored by talking and boasting of its resources. The only way to regain public confidence is not only to pass tax laws, but to enforce them; collect the money and pay itover. Neither the visions nor the promises of financiers are any longer current gold. Congress meets next week, but it is not probable that any important commercial measures will be brought to perfection during this session, which is the short session, that is,expires by limitation on the 4th March. The ré- sult of the recent elections in all ‘parts of the Union have been directly opposed to all the artificial schemes for the “relief of the people,” as they had been called. These are the protective ¢ystem of duties, the distribution of the public lands, a National Bank, and the extension of paper credits of any kind, and in favor of taxation to pay debts and discharge obligations. The people at large sce the fallacy of attempting to pay a debt by making it assume a new form. And that the only way to get clear of obliga- tions is to pay them through the medium of taxation.— Those States which plead inability to pay all they owe, wil] make exertions to pay as much as they can,and instead of looking to the bankrupt federal treasury for help, they now consider it a primary step to restore and support the credit of the federal government. For this purpose the tariff will be put upon a revenue footing, the lands retain- ed in the public treasury, and the expenses reduced within thereceipts. No connection of the treasury with an exchequer, fiscal agent, national bank, or any other in- strument of an expansive paper currency willbe brought about. The progress of the present growing trade, on the specie basis, will, after a sufficiency of the precious me- tals are withdrawn from Europe to supply a full circu- lation, give the States and the government the meats of paying their debts, without having recourse to any borrowing or bolstering. Many ofthe farmers are intending to’ plow up the ground sowed last fail. Therefore, for another sea- son the main reliance must be upon spring wheat. Fitthly, ponder on the following:—It is well known that Boston, the great depot ot supplies for most of New England, has not received one half of its ordin ry quan- tity of flour for winter supplies. ixthly —In Canada West, the fall-sown wheat has suf- fered brieges Ad considerably from the disease of rust o1 mildew. ‘The crop hag suffered damage to the extent of one-third, or the produce is a third at least less in uantity ani value than it would have been if free from thatdisease. One farmer who had sown wheat last year in the month of August, and his wheat was perfectly free from rust, while wheat sown in September, on the same quality of land, was much rusted. The spring wheat is generally very good. Wheat 38 4d to 3s 6d; Peas 4s 81; Oats 10d to 18; Potatoes 10d to 18; rather a poor crop. And, lastly, there arrived at New Orleans during the three days ending 15th inst., 1578 barrels of four, 54 bbls and sacks of oats, ani 313 sacks of wheat.
