the pledge under the act of March, 1942. On this grou the bill would have been defeated had the house not pre- maturely dissolved. And on this ground will it be de- feated if again brought up before the new legislature. In all this there is yo want of faith nor of ability to pey. The mismanagement seems to consist on the part of the Com- missioners, who persisted in prosecuting the unfinished works of the State, under the act of March last, after they found that they could not obtain the means under the terms provided in that act. The works like those in New York, should have been immediately discontinued until a more favorable time for their completion. Instead of so doing, they have run up a debt tothe contractors of about $750,000, in addition to the $340,000, for which bonds have Deen issued. This now forms the embarrassment of the State. The distinction whieh the authorities affect to to make between domestic and foreign debt, is more nomi nal than real, and at mos’,amounte to but two or three per cont. The present debt of the State amounts to about $18,- 000,000, bearing interest about $1,000,000. It connects 144 miles of finished canals in Indiana with Lake Erie. The domestic bonds are the means by which the Miami exten- sion is now in progress. ‘The revenues of thecanals, in common with those ofall othur States,have this year fallen from the decrease of merchan lize sent west. This will soon be reduced to $150,000, and relieve the people to an extent equivalent to more than half the tax on the State debt. The condition of Ohio is such, therefore, that al- though she is laboring urder temporary embarrassment, from the injucicious pushing of the State works in a sea- son of discredit,and had injured her own credit by tamper- ing with suspended banks and selling them indulgencies, yet her existing laws will purge the State of those frandu- lent institutions, and it may be inferred that her works will yield revenne sufficient to meet her ol ligations. ‘This latter circumstance depends, how: ver, upon the ex- tent of the foreign market for agricultural produce. Ohio, Indiana and Hiinois have all immense works which they hope on their completion will yield reveaue sufficient to meet the enormous cost of their construction. ‘To'fo this the foreign outlet for produce must be predi- gionsly increased, which can be done only by the most ju- dicious policy on the part of the Federal government. The delinquent States ask for assistance because they have plunged themselves in debt forthe purpose of constructing works which shall convey their produce to market. In- diana and Ohio have nearly completed their main works, and Illinois wants about $1,500,000 to complete her canal, which is to yield a revene sufficient to support adebt of $10,000,009 or $600,000 perannum. All these works will pour upon the lakes a volame of produce sufficient to feed notonly the United States but a Jarge portion of Europe, The success of all the public works, the welfare of the farmers and the faith of the States, depend upon their finding sale for that produce abroad by every possible means. At the moment when the works are completed and the States are nearly exhausted with the effort, when their produce is flowing to market and they look to the helping hand of the federal government to prepare the way for its export,they are met with a prohibitive tawff to pre- vent foreign goods coming in for the purchase of their pro- duce—the whole scheme is destroyed, an embargo is laid upon all the internal works, the resources of the States cut off, involving the respective governments in the alterna- tive of repudiation or direct taxation—and the interests of four millions of agriculturclists are sacrificed to the ave- rice of 200,000 of manufacturers. The only com- pensation offered the Western States for this wanton de- struction of their interests is their share of the public lands, amounting, in gross, to $1,000,000 per annum. The protective tariff is deemed not sufficient of itsrIf to ruin the farmers, but the manufacturers have called meetings to carry out the views contained in a report of the Hon. Caleb Cushing at the last session of Congress, which was to return to a non-intercourse with the British Colo vies, unless United States vessels shall be allowed to trade from one Colony to another, or in other words to do the coasting trade of Great Britain. This is so impudent a pretence, that it can have no other object than an exclu- sion of foreign commerce. The British Colonies take one half of all the agricultural exports of the United States. In 1829 the exports to the Colonies were about $2,500,000. In 1930 General Jackson’s proclamation opened the trade between the Colonies and the United States, and the result was,that in 1340 the exports from the United States to the Colonies were $3,800,000, being an in- crease of sales of western produce of $6,300,000 per annum, and nearly all carried in American vessels, under that pro- clamation. The Hon. Caleb Cushing recommended the prohibition of this trade, and the Hon. Abbott Lawrence, a wealthy manufacturer presiding at the convention of Boston, seconded this recommendation. It is by these means that those gentlemen propose to “relieve the West- ern States,” and enable them to pay their debts. It was understood that the mills generally on the canal were but poorly sup- plied with grain, and that orders were still in that marker for heavy invoices at good prices.
