An eminent democratic gentleman in the southern tier of counties, can tell all about that intrigue at Albany, and as he will be here at the meeting of stockholders, we beg him most earnestly to divulge the whole alfair to them.— ‘The announcement of those movements which prompted President Bowen’s letter to the Governor, and the special messege of the latterto the Legislature, last March, to- gether with the incidental scene shifting and wire pull- ing, would equal, if not surpass, the political manoeuver- ing of the late United States Bank, and would go far in sharpening the intellect of every shareholder. For the chief manager of a large work of internal improvement to gather all the friends of the{ enterprise from east to west, to urge the Legislature to grant it aid, while he was engaged in pushing forward an intrigue to prevent the same Legislature from extending that aid, is something new under the sun. Among the views taken in England on the late treaty between this country and Engh ‘, is the very important one that its political effect must beto unsettle and disturb all existing treaties with other nations, and to render nu- gatory the protective and descriminative system of Eng- land, in regard to those articles constituting the produce of the district ceded to the United States, ‘The third arti- cle of the treaty provides that the forest and agricultural unmanufactured produce of the district shall be admitted into New Brunswick duty free, and that “such produce shall be dealt with as the produce of the said province.” — ‘This, in relation to the district in question, is, in a com- mercial point of view, unimportant ; but it is contended that the treaty isnot between districts, but between the United States and Great Britain, and taken in its broad sense, it provides that certain »raduce of the U. States shall be admitted into the territury of Great Britain duty free. Nearly all the existing treaties between Great Bri- tain and foreign countries, provide that the produce of the respective countries shall be admitted on the same terms as“ the most favored nation.’ Hence it is contended that the timber, tallow, wheat, hides, Kc. of the countries ofthe North of Europe,are adraissible on the same terms as those of Maine—viz: as the produce of New Brunswick. England herself opened the door to this construction, in her dispute with Naples. The latter granted a sulphur monopoly to certain Frenchmen. England declared this a violation of the treaty, because France received benefits not equally enjoyed by England. If such acon- struction is persisted in, the timber and corn trade is thrown open to the northern countries of Europe. The exporttrade of England,’as indicated by the ex- changes, presented no symptom of permanent revival. The decreased imports of corn were a little favorable, but ‘the operations of the{continental tariffs are fast crushing the remaining trade of the English exporters of manufac. tured goods. The French ordonnance of June 26, im. posing a duty upon English linen thread, and its effect, is very serious, The imports from England were entirely suppressed, and nearly all the thread entered came through Belgium, that country having an allowance in her favor, paying 4 francs only where Bngland pays 7 francs. The import of thread into France for August, as compared with July, was as follows :— Import of linen thread i in july, kilos 1,319,000 August, 413,949 Diminution.... seeeescktlos 905,051 1m addition that nearly all the impost ‘remained in bond. ‘Thisis a serious blow at the English linen spinners, while the woollen trade has received a ‘more severe blow in the new German tariff. The Con- gress of the German Commercial League, held at Stutt- gard, have greatly augmented the duties on all English worsted, or worsted and cotton goods; that is to say, they are to pay $50 per cwt. instead ofthe present duty, $30 per cwt. which amounts to prohibition on two-thirds of all the worsted goods now exported from England to Ger- many: This is au alarming prospect, and taken into con- nection with the late revenue returns, is still more so. That return shows a deficiency of £70,000 for the quar. ter, notwithstanding that £313,844 were derived from the Income Tax, and £1,000,000 extra from corn. The ex cise duties declined £733,443, and the customs, indepen- dent of corn, £800,000. In fact, if we compare the receipts of 1842 with those of last year, we ‘find that tne increase has taken place principally in such atems as are only produced in time of prosperity, and which indicate an increase in the manufactured articles of the country, or in the consumption of the poorer classes of society. The decrease in the English excise duties in- dicates the reverse. There has been a diminution in only one point, the duties on foreign sugars. But this diminu- tion of 2,619,000f is more than compensated by a corres- ponding increase of 3,375,000f in the duties on colonial and indigenous sugars. This increase is so much the more significative with respect to the interests of the mass of consumers, that colonial and indigenous sugars are much less heavily taxed than the foreign article of the same -kind, and that, therefore, in order to attain a more eleva- ted figure, there must have been a much greater consump- ‘tien than that which would have brought the same sum to the treasury had it been produced from foreign sugars. ‘The produce of the customs, by which the manufactur- ing and commercial situation of the country can be esti- mated with an almost accurate exactitude, is 11 per cent higher than last year; the duty on stamps shows an in- crease of more than six per cent; the registration dues more than five percent; the duty on potable liquors up- wards of four per cent, &c. These ore the results which prove the strength and excellence of the French position, imasmuch as this augmentation in resources had been ob- tained in France without having recourse to any extraor- dinary means, and in spite of considerable reductions in the customs, and, indeed, in almost all the indirect contri- butions. ‘This state of affairs, in connection with the strong posi- tion of the Bank of France, and the low rates of money, 3 per cent, are indisputable evidence that France at least has recovered from whatever difficulties she may have ‘been involved in by the convulsion in England, and is ‘taking afresh start in commercial prosperity. ‘The difti- culties of England are apparantly but just commenced, and when, with the progress of events, she feels the drain of specie to the United States, a new convulsion may be -expected.
