MONEY MARKET, Friday, Nov. 4—6 P, M, A fair amount of business was done at the Stock Board this morning, at generally falling rates. Ohio 6's fell }, Kentucky 6's}; Indiana 5’s 4; Harlem §; New York City Tsrose }. Y The ship Louisa, hence, at New Orleans on the 26th ult., with $116,500 specie. ‘There were three mails due from the south consequently in Southern funds the market is heavy. Alabama is quo- tedat 13a14. A Tallahasse, Florida, paper remarks as follows :— “ Money of all kinds—good, bad or indifferent—scarce. ‘We have heard it intimated that the Bank of St. Mary’sis about to establish an agency here, for the kind purpose, no doubt, of furnishing our citizens with a currency—and baying all thecotton that comes into market. Now, the Bank of St. Mary’s may be a very good, a very sound in- stitution, but we havea horror of some banks, and par- ticularly this same Bank of St. Mary’s. It seems, too, that others regard this bank with suspicion, whether ground- less or not we do not to say—but at all events her bills do not pass as freely as gold and silver.” At Mobile on the 26th, exchange was as follows :—The Bank of Mobile checks on New York at 12} per cent, whilst the ruling rates out-doors for checks at sight on New York and Philadelphia are 11al14 percent. In time bills on the East, the rates are irregular, 60 day sight bills varying two per cent, 729. Sight checks on New Or- Jeanr at 20 percent, and sales of specie at 17020 per cent. It was confidently said that one or more banks will soon become purchasers of Eastern exchange. We stated a few days since that an agent was on his way from Washington to negotiate a part of the loan, if possible, It appears now that the Honorable Secretary himself has come on that business. There is little hope, however, that he will beable to get the money. The de- lay in issuing Treasury Notes, it is said, is in consequence of some informality in the law which will require amend- ment at thecoming session. Thejdepartment is struggling on until then. * Incorporated companies are too often entrusted to the control and guidance of a family or aclique, as in the Erie Railroad; but there is hardly a case on record where we have had the interests of such a vast population wil- lingly sacrificed to promote a party object or a family in terest as inthat company. It is amazing, too, with what generosity the democratic Senators handle their whig op- ponents in the Southern counties, where, if the facts rela. tiveto the defeat of Faulkner's bill, were properly brought out, either by Mr. Faulkner himself, or other senators, the whole population would rise in a mass, and wrest the tast remnant of power out of the hands of those who sac- rificed their road to make political capital. We can only account for it as the consequence of a certain editor’s ser- vices among the democratic population in the country, who mistook him foran influential citizen and editor, At Boston yesterday, $1000 St. Louis City Bonds, 6 per cent, payable semi annually in Philadelphia, redeemable in 1853, sold at 68 per cent. The Auditor of the State of Ohio has issued the follow- ing notice :— Avpitor or State’s Orrice, umaus, Oct. 28, 1842. Cou. Mepany ;—Vourself, and editors generally in the State, will no doubt confer a favor upon the holders of Ohio Domestic Bonds, by stating that in the payment of interest on said bonds, on the first of November, the bonds themselves must be presented at this office, that the pay- meat may be endorsed on them. A bill, called a relief bill, passed the lower house of the ‘Tennessee Legislature on the 26th ult., by a vote of 37 to 36. The bill is a stay law in its nature, operating to cause adelay of eight months in the collection of debts. {t isa branch of repudiation of a most disgraceful character, thrusting the arm of the law between the creditor and his just dues, not on account of the inability of the debtor to pay, but to permit him to set his creditor at defiance for two-thirds of a year. The pretence for this conduct is that the Legislature by its acts invited the people to con- tract debts in the redundant currency issued by the banks, and now destroys the meansof paying the debts, by com. pelling the banks to withdraw the notes trom circulation. Thatis tosay, the gross folly of former years, is the ex- cuse for gross injustice this year. We yesterday made some remarks in relation to the debt ofthe State of Alabama. The amount of debt then given ‘was $9,974,560. The true amount is $9,843,536. The dis- crepancy arises from small redemptions of stock, payable in fature years, having been made, and deducted. There is little probability, however, that the supply in circulation will be so increased as to cause the rates again to fall, ifthe new Legislature 1s true to its purpose of enforcing the resumption in January.— ‘The fear of this event isthe only governing principle with the banks that will compell them to persist in their cur- tailment. In connection with this subject of the import of specie, we would remark on the singular fact, that here, where the largest proportion of all foreign coin and bullion is im- Ported, there is no mint established. Thie isthe head quarters of commerce, the centre of moneyed movements of all kinds, and the focus to which is attracted the coin and bullion of the world ; and its importers are put to the trouble, expense, delay and risk of transporting it to Phila- delphia for coinage—an operation which goes a great way towards Jefeating the object of promoting the coinage of the United States currency. Branch mints have been es- tablished at New Orleans, and at out of the way places in North Carolina and Georgia, because a comparatively tri- fling amount of gold is mined there ; and yet the port of New York, the source from which the greatest supply is derived, is without a convenience of the kind. York. Why, therefore, should the mint be situated so far from the place of its arrival ? If itis necemary to have the principal mint in Philadelphia asa more central situation, a branch at least ought to be loca, ted at New York. Such a facility would greatly enhance the profit or reduce the expense of coinage, and by s0 do- ing, promote the operation. The import of specie in the above four years was 37,112,674. Of this, it appears about 12,000,000 only was recoined. Had a branch mint been tituated at New York, where the largest quantity arrived, and could conveniently and promptly have been coined, no doubt that double the quantity would have passed through the mint. The establishment of a mint at New York, isso absolutely necessary an auxiliary to the gold bill of 1934, that it is matter of the greatest astonishment that it should hitherto have been neglected. The coming ‘session of Congress, it is to be hoped, will take the matter into consideration, and promptly spply the remedy. Much excitement prevailed at Mobile on 26th ult, owing tothe refusal of the State Bank and the Bank of Mobile, to receive the twelve month post notes recently issued by the Planters and Merchants’ Bank. The con- sequence was, the notes were refused in all business trans- actions, and quite apani¢ prevailed throughout the day. Allefforts by the Planters avd Merchants’ Bank to etect an arrangement with the two other banks, by which the latter should receive the notes of the former, proved una- vailing. There has been no change since then. Our markets are plentifully sup- plied with all kinds of provisions, which are sold twenty- five per cent cheaper than they were one year ago. It is certainly pleasing to see the prices range so low at the be- ginning of a winter expected to be very severe. The poor ‘will not suffer so much for food this season as they have in seasons gone by. Coffee is coming in freely, and is taken as fast as offered at$8a9 for prime; $7.08 for fair. Lots, however, are small, and the picking has been carried on slowly, be- cause of theheavy rains. We may now expect full sup- plies, as afew weeks of dry weather has forwarded the crop greatly. Sugar is very dull. Our stock is about 35,000 boxes, very uneven in quality, and mostly inferior. re slowly effected at37.a59rs. The coming crop promises to be inearly, but will be considerably less than that of jest year. "Flour hes declined within #few days, in consequence of several arrivals from the United States and Spain.
