Giving his views respecting the difficulties labored under for want of a proper supply of Forage—The Deprecia- tion of the Money—Duties uf Congress, Fc. Fe. Poxrersie, Dec. 10, 1779. Str— Ihave this moment received your letter of equal date, respecting the ditficulties you labor under for a want of a proper supply of forage for the army ,and cove py of Gen. Heath’s letter of the 9h to you on the same sub- ject. I should be happy ifby any interposition oi mine you ‘might be relieved from your present embarrassment, but from your own as well as Gen. Heath’s letter it appears that the cause of it arises from the wantof cash in your department, to make the necessary purchases. I know of no effectual way of serving you but by my advanceof ual to the present issue. ‘This is not in my power When we consider the continued rapid de- ion of our paper money, which does not bear any xed standard of value for more than one day together, it is not to be wondered at, that the farmer refuses to part with his forage at a price to be sow fixed and to be paid at afuture day, asin all prohability he will on the day of payment not receive more than one fourth of the value, tho he is paid the full nominal sum agreed upon. Itis to this that your present difficulties is to be attribu- ted, and not to any reluctance on the farmers to supply the army without ready cash ; or 1 am persuaded you do not Want credit in your departments. You will readily rceive therefore ihat an attempt to excuse any influence may be possessed of in the present case, woud be but to amend without readting the public any real advantage, for it canno@be supposed that the farmers, from any per- sonal consiteretion, woud submit to the payment of so heavy and partial a tax asthat which woud arise from the depreciation of the money from the time of purchase of the articles he may furnish you with, till the time of payment. ; Icannot doubt but you will be able to procure forageon ff in agreeing on the price with the farmer, you engage to allow him for the depreciation of the money till payment, and this seems but reasonable, but as it may be attended With difficulties and bad consequences, that I do not forsee, | will not venture to advise the measure, though it appears to me, without Mr. Brady could ad- vance, to be the only method you can fall upon to pre vent the enhancing of prices. ‘In short, if Congress ex- pects the army to be kep together, they must speedily lurnish money to the different departments, to supply them with provisions and other necessaries. Without this all other expedients will fail, and the worst of conse- quences is to be dreaded, Tam, &e., GEO. CLINTON, Col. Hay. Mr. E. L’Hommepiey to Gov. Crinton. Admission of Vermont into the Union—The Propositions of Vermont—Resolutions Thereupon—Expectation of the Prench Squadron on the Coast—The new Continental State Money Appreciates, Pattapetema, August 21, 1781. Dean Sin— Since writing to you by the last Post, Ira Allen, Fay and Wootward, from Vermont, have arrived here, and sent into Congress their Commission Delegates irom the State of Vermont, (a8 they term it;) aod also theit powers to treat on terms of admission into the Federal Union. The Committee who were appointed in pursuance of the reso- lution of the 7th of this instant, (a copy of which we had the Henour of transmitting to your Excellency ,) were in. structed to confer with them on the subject of their Com. mission, and toreportthereon. A Conference ensued, and the Committee reported that the Agents from Vermont made their proposals in writing, which were ; that as they had no authority to relinquish any part of their present Jurisdiction, they requested to be admitted into the Union, and the Independence of Vermont acknowledged ; after which they would settle any dispute with New York or New Hampehire, according to the articles of Confedera tion. Some Gentlemen (i | may #0 call them) would ly gladly accepted of their proposals. After a considerable time Spent in Debate, the inclosed resolution was agreed to; but that there will be # sufficient firmness to adhere to the same, I should much doubt, were it not for New Hamp. shire ytd similer circumstances with Lys v6 York, to Vermont's jurisdiction. So engaged are Eastern States, and y ethers, to favor this claim of Independence, that all other business give way to that, which isthe reason that the Dispute between the Quarter Master General and Clo. Marches and manceavres of the troops, and evolutions of the fleet, tormed the principal part of the spectacle ; but owing to the habitual reserve of the Russian news- papers, very few particulars have transpired. It was currently reported that the C..r intended abdica- ting the throne in favor of eldest son, the Grand Duke Alexander, in consequence of the opposition he met with among the Russian nobility to his plans for emancipating the serfs; and the anniversary of his wedding was fixed as the epoch of this import- ant event—but it has passed without any thing of the kind occurring. : On the Lith ult., the King took his departure from St. Petersburgh on board of the same steamez, and landed at Memel on the 18th. From thence he pro- ceeded to Silesia, where he was — by the ueen. (who had been ona visit to her sister, the ueen of Saxony, at Dresden,) and they, both re- turned to this city on the 5th inst. They have now taken up their residence at their palace of Sanesouci, at Potsdam, (about 18 miles from here) and will leave again ina few weeks for the Rhine, where a grand review is to take ate early in September, the splendor of which will be unprecedented in the annals of this military monarchy. ‘The accounts of the untimely death of the Duke of Orleans, ceated a great sensation here in all classes of society. It is looked upon as an event of immense importance for the peace of Europe. Louis Phi- lippe, with all his abilities, is scarcely able to re- strain the warlike propensities of the French nation; his life cannot be protracted for many years, and a weak government, during a long minority, will probably give rise to a new series of troubles and revolutions. The legitimists look upon this event as a judgment, buttre majority of the people cannot avoid lamenting the fate of a young prince, who is swallowed up by the earth, as it were, in the very tide of health and vigor, which promised him « long career ot uninterrupted prosperity. f ‘The march ot intellect is progressing in this coun- try, although its strides are ty. no méans so rapid as on your side of the Atlantic “The censorship of the press has been relaxed by the present King. and in consequence of the greater latitude allowed in the discussion of municipal affairs, the newspapers teem with proposals for improvements in every branch of administration. The corporation of this city con- sists of Burgomasters, councillors deputies, elected by ballot, by the Burghers of the different wards or districts. Their deliberations took place hitherto with closed doors, and the public was_not informed of their results, unless it was thought fit to publish them. Butat a late election a voter brought forward a motion requiring pablcy to be given in future to all h transactions. The president or commissary who receives the votes thought this too important a matter to be decided on immediately, and referred it to the higher authorities (the Minis- ter of the interion)- Tt will now depend upon them or rather upon the King’s fiat, whether the petition will be granted.
