So great an advance the spinners would not accede, to, although a moderate one would have been paid. Tt,e steppage of the mills pro- duced a scarcity of yarns and goods in Manchester, which caused an advance of 6 to 10 per cent in price, and there were still large order 4 which could not be fulfilled until harmony should b’, restored. It was thought the advance would not be me'mtained, when work should have again commenced. In American stocks, nothing whatever was done, nor had the fee‘ing in any degree improved in regard to them. We believe, however, there is but one house there connected with the company, and,that had but a small interestjin it. On the 94th of March last, wefcautioned the public in relation to the bills of the C! uque Bank, the Bank of Lyons, and the City Bank of Rochester, at which time the bills of the two last were refused by the brokers. In allusion to our remarks, the Express and the New York American, published the following :— “There have been rumors afloat for the last two days un- favorable to twe or three banks out of the cit ’e are assured by one of the Bank Commissioners that such re- Ce ‘have no foundation whatever, and that the banks al- ded to are prosecuting t] tirel: ee ng their ordinary business entirely A few days after Mr. Patchem, cashier of one of the Al- bany banks, and agent for the redemption of the bills, published a letter, full of indignation, in which he stated thar he would guarantee the bills ofthe Bank of Lyons, &nd the Chatauque. Here was a clear combination be tween two Wall street papers, the Bank Commissioners, and an Albany cashier, to sustain a bamk which was then in bad credit, and has now u terly failed, under circum- stances of a most disgraceful character. These persons should all be held responsible. At a meeting on Satarday, Mr. Law, who thas had the controversy with Mr. Watt, was,elected one of the direc- tors of the Harlem Railroad Company. As one of the di- rectors remarked “they wanted somebody to answer duns,” which are rether thick of late. The first flush of the new tariff having passed away the publie is begining to exercise its legitimate influence in de- stroying commerce and trade. The first effect is felt by the meehanics. Several fine ships,that previous to the passage ofthe act, had been put upon the stocks, have since been tountermanded, and the activity that was springing up under the prospect of a low tariff, has died away. There is also less demand for money for commercial purposes.— ital engaged in those pursuits must seek another di- rection,jbecause the government and the} manufacturers having raised an srtiffcial barrier between us and foreign nations. All whose living depended directly upon that in- tercourse, whether as lumbermen, ship builders, steve- dores, ropemakers, ironfounders, carmen, merchants, im- porters, and the government itself; mustisatfer the conse- quence. The next sufferers will be the cotton growers, whose bills will sell very low, under the limited demand, to pay forimports. Next comes the farmers, the vent for whose overstock of pork, flour, &c., is cut off in the inabil- ity of foreign consumers to pay for them. The surplus remaining onhand must sink the value of the whole to sucha legree as to disable the farmers from buying any goods imported or otherwise; the manufacturers will then have fallen into their own trap—or on the other hand if the western farmers get asutticient vent for their goods down the St. Lawrence, by smuggling goods in return, Britsh capital and British shipping will monopolise the traie from the provinces, and American shippers a: merchants, in common with the manufuct will | meet the ruin contrived by the Is } .
