tent currency of that State, and the condition of the ‘banks, resulted in an almost unanimous expression of a ‘want of configence in the ability of the State Bank and Branches to restore and maintain a sound currency; that their present circulation could not any longer answer the purposes of a currency, and that it would not be received by the producers in payment of the present growing crop of cotton. The refusal of the Governor to call an extra session of the Legislature, for an early action on the sub- Ject, and before the crop shall be brought into market, has very properly awakened apprehensions in and out of the State, that the currency question is again to be made a political one; the present institutions, as well as their past course, are to be sustained, and the evils’of a depreci- ated and irredeemable currency to be perpetuated in that State. The meetings held throughout the State, in connec- tion with the late extraordinary course of many of the interior brahehes, indicate very satisfactorily, that there is more serious trouble ahead, and that there ean be no security in the present currency, pending the action of the Legislature, which convenes on the first Monday in December. The effect of the new tariff upon business has been thus far favorable, inasmuch as It has produced a rise in those articles which now bear the highest duty, and pro- moted activity in others. When the tariff bill was vetoed on account of the land clause that it contained, it was generally supposed fiat the present Congress would pass no tariff. Prices were therefore very languid. The moment the bill Passed the House without that objectionable feature, con- fidence improved, and prices looked up. It is observable, however, that American articles of the same description have not improved in price, the rise in foreign articles being mostly on those on which the duty is considered Prohibitive. This is @ practical commentary on the doc- trine that an increase of duties does not increase the price to the consumes, _ We mentio: sed some time'wince, that the Governor of Il- linois had prohibited the reception of the bills of the State Ban’¢ in payment of the revenue of 1942. The bills of the Shawneetown Bank were not included in the proclamation, because no authority existed for so doing although they are equally unsafe. This proclama- tlon has caused great commotion among owners of land in IMinois, held either on speculation or otherwise, because those gentlemen have laudably, taken advantage of the lepreciation of the State Bank bills, and bought them up herewith to pay taxes efter Sept. 1, when the collection »mmences. These individuals having their hands full of paper, which ig now, of course, unavailable, seek to raise a great clamor against the Governor for the proper course he has pursued. Were it not for this judicious Proceeding, the State would be entirely deprived of its re- venues. Tne effect of the proclamation is merely to sus- pend the collection of the taxes until after the Legislature ees. The two Banks of Illinois are no doubt, entirely “Own, andcannot be resuscitated. The coming session of the Legislature will, doubtless, witness their final extinc- tion. The new Legislature of Illinois is of a character which ensures that strenuous efforts will be made to re- trieve the credit of the State and weed out the doctrine of repudiation frem among its inhabitants. The bank bonds will be retired, and the assets of the State brought for- ward in settlement of the remainder of its li: On the 1Sth ult, we stated that an irregularit ing the Kentucky State Bonds had been discovered, and that some explanation was required from the Secretary of that State. This explanation has now been given as fol lows :— The Legislature of Kentucky, by an act approved the 2ist of February, 1840, authorized'a loan of $1,500,000 for Internal Improvement purposes; andthe Governer was authorized to sell the bonds or scrip of the State payable in 30 years, with authority to issue a portion payable in six years. By an act approved the 18th February, 1841, the amount authorized to be issued was increased $196,- 000; and by an act of the last session, approved the 3d of March, 1842, it was further increased $420,000; making in the aggregate authorized to be issued by the three acts, $2,116,000. On the 22d April, 1640, the issue of bonds of the denomination of $100 and ‘payable in six years, com- menced, and continued until the 19th of February, 1841, when it ceased; making altogether the sum of $609,500 of bonds of that denomination. On the 4th of November, 1840, the issue of bonds payable in thirty years,com- menced, and hes eontinued to the present time. The bonds issued from the 4th of November, 1840, to the 24th inst , have been regularly numbered from 1 to 1,269 inclu- sive; and the whole issue under these several acts to the present time, amounts to $1,878,500, being $237,500 less than authorized. ‘The editor of the Herald is entirely in error in stating tl numbers of any of the bonds issued two years run upto 1,176, For I repeat, that the first issue of thirty years’ bonds under the act of 1840, was made the 4th of November, 1840, and was numbered 1, and bond number 1,176, instead of being lsoued in 1840, as stated in the He- rald, was issued the 23th June, 1842. It remained in the Northern Bank until th,e ist of August, when the Dlank was filled, and it delivered in redemption of that amount of scrip certificates. If Tam asked why the ce was not inserted when the bond was issued from office, I answer, that if it had been, the State would have been paying interest both on the scrip and the bonds s et apart to redeem it, at the same period ; which would have beam twelve instead of sx per cent interest. An error in numbering most undoubtedly “sid occur through the carelessness of the Secretary or that of the Bank clerk, who, he says, filled upthe blank. One circumstance the Secretary has not noticed at all. It is that the bond of a low number and later dete is of different paper and print than thatof a higher number and previous date. It was stated that the old pristed bonds on coarse paper were ‘all issued before the engraved bonds were struck off, and yet some of the engraved bonds are of lower numbers than those old printed bonds. This is an icregularity which is not clear. ed up by the Secretary’s explanation. It would be no matter of surprise that a low number should be issued at ‘a later date if all the numbers were of the same paper and series. Sugars—There has been a degree of activity, prices tending upwards. Sales Porto Rico at 5} a 7c; Cia Mus- covado at 6 ad$c; St. Croix at 7} a8jc; Brown Cuda at 6a Te; white at 8fc. The refiners have not yet put up their Prices. Brown Manilla sugar is held at Sic. Corn Trade. Flour is getting down to a low point in this market. There has been a little demand for the provinces, which has kept prices up longer than was anticipated, Sales of Canal have taken place at $475. Transactions in rye are at 60 cents, and in corn at ame. ‘The canal receipts at Cleveland, on the 1st inst., were 10,044 busheis wheat, and 3966 barrels of flour. We do not hear of any offers for the west samples of northern wheat over 76 cents; several sales at that price. 1200 bushels from Wheeling, Va., was offered for sale at 77 cents—the berry plump tnd full, good color,aad more free of foul stuff than the general run of samples by the canal. The demand for it has been both Eastern and Southern shipments, the late rise in the Ohio having favored the conveyance of this article by the Western route, as well as to the Southern, There has, however, been no advance in the price of it, except for choice brands, since our last quotations. City brands we now give at $2 75, and country at $2 62. None of City Mills, and those ‘in the country, have any very large stocks of wheat on hand. This is both in accordance with the disposition of the millers and farmers. The one bein unwilling to pay anything above the present rates, and the other holding back, hoping for an advance.
