for the public here; once ina while they have a concert at Morris Hall, and I believe that a thea- tre is sometimes opened for a few days. Now is it singular that a people, thus living, (and more than half of them women to) should be given to gossip- ing? Tcan exense them in a degree, upon the ground ot necessity—tor you know’ women and mea will talk, and when they cai good, they willevil. Here if a young man visits a young lady twice, the neighbors (who are always looking out of their windows) report that Miss is engaged, and the gentleman, not wishing to make mischief, ceases his visits. Thus by their love of gossiping they do much violence to the feelings of strangers. ., Another thing I have noticed, which seems to me like encouraging hypocrisy. Old and young, if they wish a lunch, ie not enter a refectory yy the front door, for fear of being seen by some old blue light, who will take great pains to Jell all the people at Mr. was seen going int@euch a drinking place, and then with a mysterious shake ot his Sanctified wig, prognesticate that the foune man will yet die a drankard, and yet the old fellow will drink his brandy at hoine every day. In fact, there are a set in this place who are busy from morning ull night in finding out flaws in other pear cha- racter. It is sure ruin to a young man, ifhe be so un- fortunate as to falljinto the hands of twofor three mar- ried women; they do not consider ayoung man capa- ble of judging for himself until he arrives at about In ‘most other places boys get out of their apron strings at 16 or thereabouts. They stand in fear, and learn to practice deceit—so that it is worse for all concerned, than it would be, were things allowed to goon as in other places. Women are the very deuce here, A - The young ladies are numerous in Troy, and I must say there are many very pretty ones. I will hope that they will be given less to gossiping than their mothers are. I may write you ot them in another letter, when I will give you some account of the “‘tirst families” of Troy. Yours, Doty Spranker. Middletown, Ct. [Correspondence of the Herald.} Mippietown, August, 1842. Commencement~ New President at the College—Hizh Lifeand Large Party at Rev. Doct. Jarvis'—Hotels. James Gorpon Bennett, Es Dear Sin— Having a few days leisure, and a desire to get from the bustle and noise of the city, I made up my mind to take a trip to Middletown, having heard much of its beautiful location, splendid palaces and delightful scenery—which, I think is scarcely surpassed in this country. While there, in reading your valuable journal, I notice you have correspondence from al- most all parts of the world, except the city of Middletown, which I think ought not to go unao- ticed—and for that reason I now write you. The 3d of August was Commencement Day for the Wesleyan University. The day was pleasant, and every thing appeared delightful. The proces- sion from the College was large, and in every way respectable, headed by Sheriff Coe, as Marshall of the day, and a splendid band of music. They passed pads the principal streets in the city to the Metho- dist church, where the ordinary services for the oc- casion were performed. We noticed a number of gentlemen orn distinction in the procession, and among them was shown me Gov. Cleayeland, the present Governor of the State of Connecticut, whose peoeun appearance exceeds that of any gentleman | saw there. During the day, that popular and dis- tinguished gentleman, the Rev. Dr. Olin, was elect- ed President of the College, in place of the Rey. Doct. Bangs, who has resigned. 1 am extremely glad to say to you, that the College is flourishing and In a state of prosperity. The next thing I heard in the evening, was a large party at the Rev. Doct. Jarvis’s, where was gathered a considerable part of the fashionables of the city— waltzing, dancing, full of merriment and frolic. This I thonght strange, as I was sure it was not long since [ heard of the death of Mr. Hart, the grand- father of the Doct ’s children, who I am told was amiable, kind and affectionate to those children. And what was more, strange to me, was, to hear that none of the children had invited their sister Jennette, (who is boarding at one of the hotels in the city, with her mother,) to join them in their evening parties, which I fearn ey have had every two weeks for some time past. Indeed I was told it was but a short time after the death of Mr. Hart that they commenced the waltzing and danc- ing parties at the Doctor’s house ; and what was still more surprising to me was to hear that neither of the Doctor’s children who are with him speak to their sister Jennette or their mother, but that, whenever by chance they meet them in the street, they pass them asthough they thought them unworthy of their notice. What must be the secret and silent thoughts of those children, when they pass 2 sister of that amiable appearance of their sister Jennette, and a mother who has borne.and nurtured them ? There are three hotels in the city. The first I stopped at was the Mansion House, kept by a Mr. Hubbard. I spent a few days there, having an in- clination to see and try them all. [ went next to the Central Hotel, kept by a Mr. Mather, and stayed a day or two there, and then to the Farmers’ and Mechanics’ Hotel, kept by Mr. Kilbourn, where [ spent a day; and I feel in duty bound to say that I found all three of the hotels in excellent order, and neatly and well kept in every respect, and I do not hesitate to say to you that you may, with safety, re- commend the hotels in Middletowa to the traveling public, as being houses deserving to be ranke among the first class of hotels in the New England States. MONEY MARKET. Saturday, August 20—6 P. Mm. ‘The accounts from abroad by the packet of to-day are decidedly better. ‘The harvest has in a great measure ad- vanced under the favorable weather, and wheat has fallen 7s. per quarter in Market lane. There is still a good deal of distress among the people, because of the fact that m nufacturing has actually not increased, although purch: sers of raw material, particularly cotton, have increased. This latter has advanced j. Failures, however, continue. The large iron founding house of Acraman, Morgans & Co., at Bristol, stopped for £300,000. The money market was easy, and the Bank of England had openly increased its securities as follws :— Bank or ENGLAND. June 18. July 16. Increase. 17,795,000 18,279,000 484,000 8,061,000 8,563,000 04.000 21,083,000 21,713,000 630,000 7,032,000 7,320,000 7,818,000 448,000 ‘The money market is particularly easy ; brokers will not give more than 2} per cent., and will do good bills at three. ‘There seems on all sides, however, aconfidence that a re- action has taken place, consequent upon the late measures of the administration. When a measure is effected which diminishes the incomes derived by the wealthy from the industry of the people generally, without an equal de- pression of money wages, it is evident that pro tanto 2 good is accomplished, the immense deparity between the rich and poor is lessened, and the condition of the latter amended. The incometax and the corn law amendment act have had such an effect. The time must come when le- gislation must proceed still further in the same direction, for it may be laid dowu as an axiom, that the evil under which society labors is rather in the laws which affect the distribution of wealth than in those connected with its production. In stocks there was but little improvement. ‘The par- ticulars of the Hamburgh loan have now made their ap- pearance. It is to be called the “State Fire Insurance Loan of 1842.” The nominal capital is 34,000,000 marks banc and the interest 3} percent. For security not only the general revenue of the State is pledged, but also a special tax levied last month. The interest is payanie on the Ist of February and the Ist of August in every year. ‘The yearly sum of 1,445,000 is to be set apartfor the redemption of the loan, and after five years, but not befere, the State is to be at liberty to increase this sum. When the bonds are below par, they will be redeemed by purchase in the market, afl the numbers of the bonds so repurchased will be advertised ; and when they are above par, they will be redeemed at par every half year by drawing. Of this loan M. Solomon Heine takes 8,000,000 marks banco, no- minal capital. M.A. Bloch, of Berlin, who represents the See-handlungs Societat, and several firms, takes 12,000,000; for the capitelistsjof Hamburgh is reserved 3,000,000; and the remaining 11,400,000 is to be held by the State, and not be issued till July, 1843. The price contracted for is 94 per cent., with one percent commission. M. Bloch is to be allowed one quarter per cent. for his ageney. The payments to be made at the Bank of Hamburgh are to be as follows :— 10 per cent. on signing the contract, which is at the latest to be on the 15th of Angust, 1942 10 per cent.........the 15th September 1842 10 percent. the 15th October, 1841 10 per cent 15th November, 1842 5 percent. 5 percent. 5 percent. + 16th February, 1843 15 per cent. -15th March,’ 1843 10 percent. ++ -16th April,’ — 1843 10 per cent teeres1Gth May, — 1843 10 per cent... 100 The United States agent, Mr. Robinson, does not meet with much countenance. A London print remarks as fol- lo . 16th June, 1843 For unmitigable, irredeemable, bold faced impudence it is considered to out-Herod all Jonathan’s previous acts, coupled as it is, with an account, by the self-same ship that convey: dthe agent to our shores, of the defalcation of six or seven of the federal states in the payment of the vidends on the money they have borrowed, due on the Ist iastant. To make a proposition to borrow in England upon any terms under such circumstances would appear to be a presumption on a degree of gullibility calculated to outrage all common sense ; but there is a wheel within a wheel upon this matter into which little daylight must be thrown. Beit known, then, that the greater portion of the bondsof the bankrupt American States are in the hands of English capitalists. It is further perfectly un- derstood that the only chance of their getting ont of the difficulty is to endeavor to prop up the credit of the Ame- rican Government, which will give a tone and stimulus to the State bonds, under the influenceof which stimulus they will be enabled to cut and run by saddling them on smaller and credulons capitalists, anxious to find ont means to increase their incomes. By this class of holders of American bonds the government of that country have been enceuraged to make the present experiment, and the promise of the indirect and casual support of the said capitalists, if it is not convenient or s1 le for them to appear in the matter openly. Feelers will be immedi- ly thrown out tosee how the pulse of the public bea's, and if a favorable impression can be made, the connexion will be avowed, and contracts entered into. The great difficulty of finding secure channels of investment in this country at present, except at avery low rate of remunera- tion, for capital, is believed to afford a chance of, to a cer- tain extent, overcoming the objections that may be made on the score of American integrity, and want of stability in the government, waiving the other point, and giving her statesmen credit for honesty of intention. Ifthe ice can once be broken under anything like favorable cir- cumstances, we shall have abundance of specious plausi- bilities put forth on the vast extent of American resources, backed by asseverations that the tribulations they have lately gone through have fully convinced them that hon- esty isthe best polley and that they will in future faith. fully discharge all their pecuniary obligations. It wili, however, be the duty of the public press to lay the case naked and bare, as the facts justify, without exaggeration or embellishme; ind if dupes can be found og lunge in- to new difficulties with their eyes open, they have only themselves to blame. We do not see why the English people should make such an outcry about the means of investing the proceeds of their robberies. With the bold atrocity of an outlaw, the British Government have held a pistol to the breast of the Chinese Emperor, and demanded his money or his life — They have cut the throats of a large number of its unof- fending subjects, and he offers them $40,000,000. This may satisfy British avarice for the moment, but will as surely tempt;the blood hounds back for more “blood mo- ney” at afuture time. The stocks of the states are entire- ly neglected. ‘The stock market has been rather more firm to-day wn- der the influence of the foreign news.
