In this country, the low priced pro- duce finds its way abroad, but the cheap goods of England come here in return, in competition with our manufac- turers, who being unwilling to submit to a corresponding fall in their goods to that which has overtaken agricultu- ral produce, complain of a decay of trade, and are clamor- ing. for higher duties, in order to sustain prices at their former level—that is, to make the farrners pay as much now for what they buy, whon they sell their produce cheap, as they did before, when they ob tained high prices for their produce. ‘That is to say, the manufacturers seek through the operation of a tariff to com pel the farmers to sell at specie prices, and pay at paper prices. SirRobert Peel has announced to the world,that England an bear no more burdens upon consumable gowds; in fact, that she cannot bear those which already exist, and has therefore began to lean upon property, commencing with athree percent tax upon incomes. ‘This is an iniportant fact, inasmuch as it is a retrograde movement from that which has been goiag on since the reign of Henry Third, in 1216. From William Ist dewn to Edward 1st, embra- cing a period of one hundred and fifty years, all the ex. penses of the English government were borne by the landed property. In the reign of Ed ward 24, the first customs were established to a very small extent, but caused a great commotion—were, rebelled against, abolished, and revived. Under Edward 34, a poll tax was added, causing increased discontent. ‘These together kept at the north-west | Dore one-fourth of the public burden, until Richard 24, 1377, in whose reign a second poll tax was levied, which, as historians tell, occasioned Tyler’e rebellion. Under Henry 4th came the tax upon pensions; under Henry 5th Wayfarer stop | Camethe tonnage and poundage granta for life. These mo- nopolics were continued through succeeding reigns, every sovereign, particularly the Stuarts, continuing to conciliate the aristocracy by Ogawing the revenue from consumable goods. As the com- mons gained power, deception was resorted to, to make them consent to that which was before done openly. By these means, the burden upon lands was reduced gradual- ly from the whole, under William down to Edward 1st} until under William 4th, in 1837, it bore but one twenty- fourth part of the public burden, This process was con- stantly progressing down to the present year, covering space of 776 years. The present ministry now say, that the future course must be retrograde, They must relieve commerce, and compel property to pay its quota. The United States have this mighty example before them, and should compel property now to bear its share and relieve commerce. In Massachusetts the crops of wheat, rye and oats have seldom if ever been better. The rye, which is generally harvested in good order, was of an unnsual growth upon the ground, and the kernel is remarkably plump and hea- vy. Wheat is equally fine, and oats, if ripened and housed asfavorably, will be as good as was ever known. The hay crops large, and very much of it has been made and housed during the fine weather of last week. ‘The crop is so decidedly good, that old hey, which has been kept for higher prices, jis now freely offered and sold at prices con- siderably lower than might have been obtained for it some time since. Potatoes are doing finely.’ Those which were lanted for early use yield well, and the promise is good pcan abundant crop in the fall, Without an excess of moisture, there has still been rain sufficient, and their growth has been Vigorous ‘and strong. Indian Corn, also, resents a very healthy appearance with a good size and Doewantuess for the season.
