Friday, August 5—6 P, M. ‘The business at the Stock Board was as usual exceed- ingly small, with but little change in rates. Harlem fell 1 cent. To-morrow, contracts for 2,000 shares of this stock fall due at 15 per cent, and will be taken up. A great deal of Ethiopian malignity has been heaped upon the great operator but he will come out right. New York State Stock rose } per cent. Sales of Greenwich Bank Stock were made at auction cat 96 per cent. Did the Manhattan Board of Directors ever hear of the homely proverb, which runs to the following effect, “more noise than wool, asthe devil said when he clipped the hog with vlumted shears 7” ‘Thore is very little doing in domestic exchanges, as is usually the case at this season of the year; in afew weeks when investments in the new crops commence, more will of course be done. Nashville Natcher ‘The state of affairs in Alabama is a matter of much in. terest just now. The elections in that State commenced on the Ist inst., and most of the candidates are pledged to alter the State Bank system so far as to relieve the banks of the burden now imposed on them fur the State expenses: and to compe! unconditional and immediate resumption on tho part of the institutions, or immediate liquidatior The five State Banks, under existing laws, are compelled to take each other’s notes on deposite, and in the payment of debts, This absurd law obliges the well conducted banks to endorse those which are not only insolvent, but abominably mismanaged. The Branch at Mobile is in- solvent past redemption, and must soon go into liquidation’ The Tuscaloosa Bank is scarcely any better. The other three branches consider themselves solvent, and if relieved trom their connection with the other concerns, and the tax to support the State government, say they can resume. The Montgomery Branch is perhaps the best, and the Huntsville has little or no circulation. The Decatur re- cently made a partial attempt to pay. The Montgomery board of directors recently held a meeting to take into consideration the expediency ofdrawing on New York at 10 per cent for bank paper. ‘This will not avail much.— Liquidation or resumption must be brought about, and that speedily. The new crop of Cotton, which in some quarters is represented to promise more abundance than ever before, must move upon a specie basis, and conse- quently at very low prices. These low prices may give an impulse to manufacturing abroad, but the advantage will be in favor of the continent and against England.— The sound and steady specie currency of the continent gives the manufacturers an infinite advantage over those of England. It is this fact which caused the recent ex- citement in England, on the announcement that France had imposed a duty of 20 per cent upon linen yarn. That duty, with a steady currency, is prohibitive, and fills the English spinners with alarm, while they look upon a tariff’ of 60 per cent upon their manufactures in the United ‘States with unconcern, because they think a National Bank may be established here,and they know that with a fluctua- ting paper currency, no tariff is ofany avail. The sound views and sagacious policy contained in the speeches of the Hon. Dixon H. Lewis, of Alabama, are those which should and will govern Alabama in her fiscal policy. Mr. Lewis ably and clearly shows, in his speech of July 11th, that it is to the interest of the planters that prices should be low and the currency steady, as follows :— If I had time, I could most strikingly corroborate these views by showing the full effect of paper expansion on cotton planting, the business in which I am myself en- gaged. Every rise inthe price of that great staple ex- port, creates a favorable balance of foreign exchanges, under which, a still greater rise takes place in the amount of our currency. tis said, that an increase of one cent a pound on cotton, is felt in’ the price of every city lot in Boston, because, sir, that rise, whenever fully established, becomes the signal fer a general expansion cf bank issues. The consequence is, that it raises the cost of producing cotton even above the increased price of the article. — Hence itis very doubtful to me, whether every rise in the price of cotton which took place from 1833 to 1836, was not a serious injury to the southern country. It benefitted those who bought property at low prices, and paid for it at high, but it greatly injured that larger class, who bought property on a credit at the highest prices. No man could make stich property pay for itself, even at the high prices of cotton, for the reason, that while cotton rose only from eight to sixteen cents, negro men rose in price, from five hundred to two thousand dollars. Cotton about doubled, but property quadrupled in price, Sir, hundreds of coiton planters will tell you, that all the property which they ever made by raising’ cotton, was done while cotton was low. Five thou: pounds of cotton at nine cents a Ib. will buy a negro man, when at eighteen cents, ten thou- sand will be required 'to do it; showing the singular re- sult, of our inability to buy the same amount of property, with the same amount of produce when high, which we could when low. When the price of property is fixed not by the price of cotton, but by the amount of paper circula- tion, the makers of paper money can buy negroes at eighteen hundred dollars, but the cotton planter cannot. “T was asked the other day by the Hon. Abbott Lawrence of Boston, at what price we could afford to make cotton at the South ? My answer was, that if a cotton planter was out of debt, under a specie currency, low State taxes and no tarill, that we could make it prot thang at three cents a pound. J told him, it made in fact but little difference as to the price of cotton, if cotton regulated the price of every- thing else. We could then compete against India cotton, and against the world. But if bank paper regulated the price of property, and tariff duties regulated the cost of consumption, we could not afford to make cotton at the present price.” This isthe true secret of agricultural as well as all other prosperity. The tariff bill now before Congress will undoubtedly be defeated. Not so much on account of the inherent evils elf as from the pertinacity of the Congression- y in retaining in the bill a clause in relation to the distribution of the public lands, medifying the Con- gressional enactments of the session of last year, As this clause has no connection whatever with the creation of revenue laws, and is, in fact, a provision to diminish the re- venue of the Treasury, made a sine qua non of the passage ofa bill to increase the revenue, we may here re-enumerate the facts in relation to it. It is an instance of legislative absurdity unparalleled inthe annals of any country. At the extra session of last year the law authorising the dis- tribution of the public lands among the several States, be- ing under discussion, Mr. Berrian offered the following amendment to the 6th section. rovided, That if atany time during the existence of this act, there shall be an imposition of duties on imports inconsistant with the provisions of the act of March 2d, 1833, entitled ‘’An act to modify the act of the 14th of July 1332, and all the acts imposing duties on imports” and be- yond the rate of duty fixed by that act, to wit : twenty per centum on the value of such imports, or any of them, then the distribution provided in this act shali be suspended, and shall so continue until this cause of its suspension shall be removed, and when removed, if not prevented by other provisions of this act, such distribution shall be renewed ” ‘This amendment was passed on the 30th of August, 1841 in the House, by a vote of 107 to 95, and became a law. The present tariff bill is not only above 20 per cent, but is almost entirely prohibitive in its general character, and will seriously diminish the customs revenue, which have been short of $9,000,000 for the last six months of the pre- sent year. Under such circumstances honest legislation would adhere to its own enactments ; but this same prohi- bition bill contains the following 25th section :— “Sec. 26. Aud be it further enacted, That the proviso to the sixth section of the act entitled, ‘An act to appropri- ate the proceeds of the public lands, and to grant pre-emp- tion rights, approved September 4th, 1841, *e and the same hereby is repealed.’ ” The operation of this section would be to undo that which was done at the extra session, and to deprive the treasury of the lands, by the same law which will dimi nish the custom’s revenue, by the imposition of prohibi- tive duties on imports. On the 15th of July, ult., Caleb Cushing, Esq., in the House, moved that this 26th section be stricken out of the tariff bill, in order to save the coun- try from the disgrace of such fickle legislation, as well as to ensure the passage of revenue laws, by allowing the ta- riff to stand on its own merits. He followed up the propo- sition with a train of argument, forcibly and clearly, show- ing? the iniquity of the proceeding, ina manner not to be controverted. The secret of the matter is thus explained by Mr. Cushing. “There are gentlemen who profess a readiness and a de- termination to sacrifice the Tariff itself, rather than not accomplish the object of now repealing their own limita. tions of the Distribution act ; that is to say, to bankrupt the Government, to disband the Army, to dismantle the Navy, to stop the action of all the Departments, and to keep the trade, industry and business of the whole country on astretch of distraction, prostration and agony, until the next Congress shall come together, or the next President be chosen, rather than not now carry this proposed repeal of one of the fundamental conditions of the Distribution act. Arethe people willing to submit to all this for the purpose of gratifying the schemes of politicians ‘This is the true state of affairs. This objectionable fea- ture, was however, retained in the House and in the Se nate ; the vote stood 26 to 22, or a majority of four indivi- duals in favor of retaining the clause, with full know- ledge that the bill containing it will incur the veto of the President and fail to become a law, leaving the ‘Treasury exhausted, the government revenue insufficient for its expenses, a large and daily increasing debt, the depart- ment unable to borrow money to carry on the government, and no recognised revenue laws in existence. For what are these evils to be incurred ? to distribute among twenty six States, whose debts amount to $232,000,000, bearing an annual interests of $12,000,000, the proceeds of the pub- lic lands which have amounted in the last six months to $706,000 according to official returns, being at the rate of $1,410,000 per annum, or about 11 per cent. of the interest what they owe.
