Saturday, July 23—6 P, M. ‘The transactions at the Stock Board were small to day, but the sound Stocks generally improved. Kentucky State 6’s rose 3 per cent; Ohio 6’s 1960 2 per cent ; Harlem Rail Road fell } pér cent. The mercantile community were astounded this. morn- ing by the appearance in a Wall street paper of a commu- nication signed Boorman, Johnston & Co., who have long ranked as one of the leading houses in the city, in which that firm publicly and voluntarily repudiate a con- tract which they acknowledge to have been originally legal and binding. They defy public opinion boldly, and refuse to meet the contract on the plea that a law quibble exists by which they cannot be compelled to pay it. The facts are simply these, Im the fall of 1839, it will be re- membered that an immense fraud was discovered in the stock issues of the Bank of Kentucky. Immediately on that discovery, the transfer books of the bank were closed in order to investigate the fraud. Just prior tothe discovery, Boorman, Johnston & Co. authorised two bro- kersto buy each 100 shares of Kentucky stock at the Board of Brokers on time. This stock was accordingly purchased of Jacob Little & Co. The contract for the purchase was made and guaranteed by Boorman, Johnston &Co. as principals. Before this contract fell due the books were unexpectedly closed, and the seller was de- prived of the regular method of transfer. The books were unjustifiably kept closedover two years. Ontheir re-opening Mr. Little notified Boorman, Johnston & Co, that he was ready to deliver the stock. At the same time Mr. Little received many hundred shares from other par ties situated in the same way. To theastonishment of every one, however, Messrs Boorman & Johnston chose to nullify the contract and repudiate the transactions, telling Mr Little if he could recover it at law he might do so. It must be remembered, however, that if the law justifies a wrong, public opinion never does, and every citizen of the United States must succumb to its influence. When repudiation of contracts reaches private transactions it i time for the public to be on the alert. The interest on the seven per cent State bonds, issued by the Comptroller, will be paid to the holders in each ‘ease, on presenting the certificate at the Treasury. The demand was offered on the ind little, if any, now re- mains in first hands. An advance has again taken place ; as much as 338 being asked—it is not expected the latter price can be obtained. On the 24th ultimo, 100 barrels pork were taken tor shipment to Sidney, but the price was 80 miserably low it was not allowed to transpire. Beef quite negiected. A few tierees of bacon have been sold in bond at dis, the quality very poor and soft. AsmaX parcel of cheesé has arrived, but remains un- offered for the present. The grinding of foreign wheat in bond will hrow the whole manufacture of flour for the swpply of Sritish shipping and colonial trade into the hands of British millers. The operation will, however, be advanta- geous for those interests, and will promote the consump- sion of foreign com, and probably a large proportion of the supplies heretofore taken at Hamburg by English vessels in the Newfoundland trade, will now be manufactured by English millers from American wheat. ‘The present tariff before Congress, if carried out, will be ruinous to the best interests of this country, as it is in its character nearly if not quite prehibition on those articles which form the medium of payment for American agri- cultural produce. The specific duties now proposed are the same nearly as those of 1828, while the prices of the articles have fallen in some cases more than 50 per cent. In 1828, cottons cost, for instance, on an average, 15 a 20 cts They now cost 6 a0 cts. Pig Iron cost then £5 a6 per ton. It is now £2,10 per ton. The duty in 1828 was the same as that now proposed, viz: $10 per ton, which was nearly 41 percent. The same duty on the same article now will amount to 103 per cent!! Rye Flour has declined $3 75, with few sales. Mexican Tariff—The committee of merchants appointed by Santa Anna to revise and alter the tariff laws of the country, have reported, and all the alterations recom- mended by them have been acceded to. The new law does not go into effect until six months have elapsed from the 20th April last. By the new tariff, brandy will pay $200 per arroba, 25 Ib, instead of $400, as by the old. Gin $200 per arroba instead of $400. Rum, which was before prohibited, will now pay $400 per arroba. Wines, white will pay $150, and red $125 per arroba. It may be recollected that by the old t ite wines pay $250 and red $225; we speak of those imported in casks. A proportionate reduction is to be made in all classes im- ported in bottle, Olive Oi pay $4 per ql, instead of Sperm Candles $15 per 100 ib, instead Bi Codfise $4 per qi, instead of $3. Steel $2 per 100 Ib, instead of $4. Raw iron $1 per 100 Ib, instead of $2. Wrought iron $2 instead of $4. Black tea 50 cents per Ib, instead of $1. Green tea 75 cents, instead of $1. Hams which have always been prohibited, will now be admitted by paying 30 per cent on amount of invoice, with 26 per cent angmentation. loth of all clases will pay 80 cents per vara, instead of $1. This alteration will have the ten- lency to bring many English goods into the Mexican mar- kets, which were before as good as prohibited, Cotton handkerchiefs, colored, will now pay 6 cents the square vara, instead of 12}. Beef Cattle—500 head offered for sale this week, sales from $44 to 64, a few extra sold at 6c, 230 Cattle were sold at the yards over Schuylkill. 27 head left over.
