GREIG, Agent. | MONEY MARKET. inday, July 17—6 P.M, ‘The State tax of Pennsylvania paid in according to the report of the Treasurer, amounts to $639,493. The banks of Virginia are to resume on the 15th of September, according to the resolutions of the bank con vention, held at Richmond, on the 11th inst. The meet ing was addressed by the chairman, Dr. John Brocken- brongh, to the effect that the poor banks of Virginia are a very suffering and much abused collection of institutions. The Dr. expressed his conviction that people of Virginia were far from desiring to injure their institutions. He ‘was no doubt right, and had reason to think #0,a8 the peo- ple had stood the bamboosling of the banks for nearly five years without grumbling much. The chairman made some other statements, the truth of which is not so palpa- ble, however, as follows :— Tam aware, that strong prejudices have been excited against the banks and their managers. To them all the suiferings of the country have been attributed in a very summary way by superficial observers. They may take their just share of this charge and still leave much blame to others. ‘They are not the constituted guardians of the people or of legislative bodies; on the conti , they are the mere creatures of both. They did not authorise the establishment of nine hundred banks in the United States, They did not create State debts to upwards of two fhun- dreds of millions of dollars. They have been swept along with the public current, and were not the source of it— To change the figure, ifthey have been intoxicated by the spirit of the times, Temperance is now the order of the day, and they must take care not to furnish the means of excess to others. It pf seem that the circulation of the two older banks is still too much extended; but when the wide-spread field of circulation in Virginia and the adjacent States is considered, no danger need be appre- hended from that cause—especially, a§ reduction in that circulation.is in progress, and a considerable of it must, in the course of thirty and forty yeas, hay been destroyed. The whole amount of circulating note of all the banks in Virginia but little exceeds six millions of dollars—an amount, certainly not too great for the re- gular businéss of the State. The impatience ot the public under bank oppression, is graced with the name of “prejudice against the banks."— ‘The people always entertain prejudices against those who deprive them of their rights. It is a little ungrateful, however, to sneer at legislative bodies, after the banks have procured repeated indulgencies for their dishonesty from those bodies. He then states that “the institution did not create State debts,” and “did not originate specula- tions.” In this the public, and all regalar business men, will differ from the chairman. Because iniquitous legislation chose to permit insolvent banks to go on issuing irredeem- able paper as a currency in defiance of even common hon- esty,and then when these institutions come forward to pay specie, and boldly take a stand in order to restore a better state of things, they were suffered to be victimized by the broken banks. Had honest legislators passed just laws those swindling banks would have been wound up as soon as they suspended, and the well conducted institutions would have been at liberty to pursue an honorable line of conduct. New Orleans like New York, would then have been in possession of asound currency, and industry have received the just reward of its labor.
