bly only intended as a graceful announcement of bank- ruptey. The State of Indiana last year did the same thing, when their interest fell due in July, they were unable to pay it, but authorised theissue of seven per cent bonds to the claimants. The commissioner accordingly notified the public that he was ready to exchange seven per cent stock for the coupons due, but $50,000 only, however, was ever called for. The operation would yield to the pur- chaser at present prices six per cent if he were guaranteed against a fall in the stock. For instance on an outlay of $4,400 at present prices,he would beeome entitled to $1000 of interest,for which he would revive stock worth in the market $420, which is about 6.56 per cent of his invest- ment. The future payments of the dividends are how- ever very uncertain, and the stocks will sink in all proba- bility to a level of those of the other dishonored States. ‘The city of New Orleans with natural commercial ad- vantages equal to any other city in the Union seems des tined to be utterly ruined by the difficulties entailed upon it by the credit system. We recently alluded to the farce of imposing stax of $4,000 upon the brokers under the pretence that they wore the causes of the insolvency of the municipalities. It now appears that the city authori ties have Iaid onerous import duties npon produce arriving at New Orleaxs from the interior, under the name of wharf age.
