This sum, with an additional $100,000, has been expended in com pleteing the road to Thompson, forty-five miles from Brooklyn, and called after the President of the Manhattan Bank, whese property in that vicinity is largely interested in the succcss of the road. The{Phenix Bank has declared a divend of three per cent, payable July 1. Notice is given that the interest payable on the ist of July on Treasury Notes, will be paid at the Merchants Bank of Boston, and the Bank of America in this city.— Avrangements will also be made for the payment of the interest in Washington. The combined Court of British Guiana met on the ath May and received the address of Henry Light, Esq. the Governor. During the years 1889—’40, the crop showed the consequence of the natural state of the negroes, a race which, uncrossed by white blood, is utterly incapable of any social virtues. In the year 1841, the planters made some vigorous efforts to save themselves from destruction, ‘and it is supposed that the growiag crop will show some improvement in quantity. ‘The movements in relation to duties and changes in ta. riff laws that are now guing on in almost all commercial countries, must have a great influence in unsettling and changing the course of trade for a long time to come, and of producing distress and disaster in many branches of bu- sinessin all countries. This may be illustrated by the state of the linen and wine trade between France and Great Britain. In France, previous to the year 1934 there ho! been a high duty oa the import of linen yarns. The result has been, that withthe increase of the exports of linen yarns to France, the imports of French wines to Great Britain has * increased. This flourishing business is about to be de- stroyed wantonly “y the French government. They are about to restore the prohibition on English linens, which must inflict an injury on the produeers of those linens, bug ina much greater degree upon those French manufactu- rers who have wrought those yarnsjinto fabrics,as well as upon the consumers. The English government at thy same time pursuing its new policy is’ about to reduce the duty on Portuguese wines, leaving that on French where itis. This latter of late years has been consumed by classes of persons who formerly did not indulge in wine at all. By these changes in tariffs, four great interests will be disturbed. The linen spinner in England, the manu- facturers and consumers of France, andthe wine growers of the latter country. The only object to be obtained by all this trouble, isto encourage a few linen spinners in France, for whose benefit the great masses of consumers are to be taxed, and the commerce arising from the inter- change destroyed. In this country the same wanton disregard to existing interest and the employment of capital is about to be ex- hibited. Congress has been in session six months and have done in alf that time nothing towards providing a re- venue. They havespent three weeks in concocting a bill to continue the revenue laws thirty days. ‘They imagine that in thirty days, during the most sultry season of the year that the whole agricultural, manufacturing, and com- mercial interests of 17,000,000 of people can be diacussed and decided off hand. The fact is that the project of alter- ing the tariff at the present session is nearly abandoned. There is no time left for so important a measure ; and whether the President signs the postponement or not, the whole question must be put off until the regular session.— In the mean time the commerce of the country willsutfer severely.
