Wednesday, June 22—6 P, M, The Stock Market has been a good deal improved to, day, and prices have generally gone wp—Harlem impro- ved 1}; Mohawk 1; Long Islan }; Illinois }; Indiana 1; Farmers’ Loan declined 2 per cent. The failures among merchants continue numerous, and business generally is exceedingly dull in all its depart- ments. The stato of business is sensibly felt by the banks, which have lost the most profitable part of their business, consisting of the deposits of the small dealers about town. ‘We apprehend that near three-fourths of the business de- rived from the deposits of that classof dealers has ceased tobe. The business of the dealers is confined in a great measure now within their own capitals, and they no long- er perceive the necessity of keeping bank accounts. As their meaas accumulates in their tills, it is disbursed for such goods as is necessary to make good their stock. They have ceased to depead upon banks for facilities, and hence the whole ceremony of deposites, check drawing, &c. &c. is dispensed with in a great measure. This is a natural and healthy operation of the progress of the cash system_ The stagnaut state of trade is the necessary result of the change going on from the bank credit system to the cash system of dealing. ‘This latter will grow steadily and gradually as tho increased productive wealth of the country gives to its producers the means of Procuring other articles in exchange. Our merchants are oppresse:!, because their assets are due trom persons who cannot pay, unless they can derive the means from banks. The banks can no longer grant those means and Preserve cash payments. Those who have sold goods on eredit will not get their pay. The business herenfter to be doae must be predicated on the actual wealth of the in- terior, and to get this business, exertion must be made. Boston has putforth her energics, and is already enjoying alarge business. The July interest due in this city on the Kentucky State debt has been forwarded by the Commissioners of the ‘Sinking Fund. The banks of Cincinnati refuse any longer to take any description of funds but specie'and city bank notes in payment of debts or on deposite. The Ohio country and Indiana bank notes are at a discount of 2 per cent for spe. cie, and exchange at a premiam of 4 percent. The reso- lution of tho banks will purify the currency of Cincinna- ti, and reduce every thing to the specie standard. The prophecies of Mr. Biddle are rapidly in progress of fulfilment,and the “Penitentiary is claiming its own.” In New Jersey anjindictment was found by the Grand Jury against E.R, Biddle, Vice President of the Morris Canal and Banking Company, for a misdemeanor, in appropriat- ing funds entrusted to him, for his own use. Mr. Biddle surrendered himself, and appesled to the Supreme Court, where he designs to defend the indictment. The money used by Mr. Biddle and Mr. Lord, brother of Bleasor Lor President, at $6,000 of that expensive bubble, the Erie Rail Road, was in the prosecution: of anthracite iron work jn the State of Pennsylvania, a speculation that 6 the industrious pay the vas zet ontfoot by Nicholas Biddle {Esq fand,in, support of vhich that celebrated individuallsomefyears since made it public dinners many patrietic speeches in relation to American industry, and forcibly explained why American onterprise should be encouraged in preference to others, sspecially in the article of iron; however patriotic talk and, owing speeches did not auswer for skill in manufaetur- ing, nor did paper inflations facilitate economy in produe- tion; and notwithstanding the enormous protection that husiness has enjoyed, the speculation failed, the funds of the Morris Canal Company were lost, and the reckless »perator is indicted for the misuse of the funds with whic? he wasentrusted by the company. We may look back a little at the events which led to this indictment. In 1537 when the Morris Canal Company was newly organized under the Presidentship of Mr. McLane, E. R. Biddle be- came a director of the class whose time was to expire in progress of events, aud as the Morris Canal became more intimately connected witiu the United States Bank in its stock transactions, Mr. E. R. Biddle became President of the institution, and Edwin Lord, brother of Eleazor Lord, Presideatof the Erie Rail Road, wus Vice President. Messrs. Biddle and Lord, about the same time, became interested in some iron works in Danville and Wilkesbarre, Pennsylvania. In the former place they erected three furnaces for the manufacture of pig iron, and at the latter « rolling mill, These movements pro- mised to be lucrative, from the method of making iron by the use of anthracite coal, in relation to which a good deal of excitement was at that time felt, and Nicholas Biddle, Esq, addressed several public meetings on the sudject, set- ting forth its great advantages in a pecuniary and political pointof view. Mr. E.R. Biddle, being then without pro perty, on his assumptfon of the duties of President, moved to this city, took a house in Waverly place at arent of $1200, which was furnished at an expense of $8000. To carry on the iron works, the next step was to borrow of the Morris Canal Company $130,000, for which boads were given payable in iron, This sum furnished the capital with which the iron speculation was conducted, for the profit of Messrs. Biddle and Lord on the funds of the com- pany over which they presided as officers. The bonds of Bildle were given to the’State of Michigan as part security for the balance of the $5,000,000 taken by the Morris Ca- nal and made over to the U. 3. Bank. Thefailure of the Morris Canal, and the difficulties which surrounded it last summer, led to the appointment of an investigating committee, composed of Messrs. G. W. Fish and Kenny, of Newark, and James B. Murray, who was the European agent of that famons concern the North American Trust and Banking Company, a fact of which the Hon. Joseph Hume, M.P., is wellaware. ‘The pro- gress of the investigation developed most of the facts as stated above, and accordingly the direction wrote to Messrs. Biddle and Lord, requesting them to resign. Whereat those gentlemen waxed exceedingly indignant and very wrath. They denied the legality of the pro- ceedings, and refused to vacate, Nicholas Biddle, Esq. then came to this city in the fore part of October, to monstrate, and to endeavor to get up a counter investi ‘ng committee, bat was unsuccessful. On the 15th of Oc- tober the Din eotors had a meeting, and by vote turned out both Mr. Biddle and Mr. Lord. On the same day Mr. Bi dle’s furniture, at No. 20 Washington square, Waverly place, wss partly sold at auction. Mvssrs. Biddle and Lord being thus ejected, published « card in the NewYork Courier and Enquirer, wherein they promised to make public a full history of their transactions with the compa- hy—a promise, however, which they have never kept ; but the Grand Jury, it seems, will now save them the trouble. Itisa great point gained when unfaithful officers of monied institutions can be brought to answer for their stewardship. If persons who entrust their money in com- panies would take care that the officers did their duty and draw no money from the institution except the salary to which they are entitled, a large proportion of the losses and defaleations would be prevented. How many institu. tions are there now in Wall street governed by arrogant but absurdly incompetent men, whose purse-proud arro. gance seems to increase in the inverse ratie of their inef- ficiency!
