Flour forms on exception to this statement, and westera sands higher now than at any former quotation: as acon- sequence the exports have fallen off twenty-five per cent. ‘The low prices of that article in 1340, and the high prices at present, are both a cause and a consequence of the large foreign exports of 1810. The rates previous had been maintained by the artificial action of bank paper which checked the export until the overwhelming stock carried prices down toan average of $150; $10,000,000 | {°"': worth was then exported, which so reduced the stock, that prices have since ruled uniformly higher by the in: fluence ofthe effective demand. The export of that flour may be said to have been the cause of raising the value of the whole quantity made, $1} per bbl, for two succeeding years. The estimated quantity made per annum is 8,000,0C0 Iw; bbls. If we allow that the reduction of the stock by the export of ,1,000,000 bbls, raised the price of the remainder but§$i per bbl, it made a difference to the farmer of $16,000,000. Had the system of protection begn carried out $0 as to prevent the import of foreign in exchange for produce, that flour would bly not have gone abroad, and the effect of that surptns stock upon the mar. ket would probably have the average price $4 in- stead of $6, being a direct loss to the farmers of $32,000,000. This is the practichl operation of the protective or noti-in- tercourse system on an egricultural country.
