Wasmixcron, Saturday evening. Affray between Messrs, Wise and Stanley. There is some excitement in the city this evening respecting a collision which iy said to have taken place this afternoon between Messrs. Wise and Stanley. The precise circumstances of the affray are not known, but the rumor in general circulation jis, that as the gentlemen were returning from the race course on horseback, Stanley jostled Wise so much in riding past, as nearly to upset him. Wise immediately followed, and on coming up, struck Stanley a smart blow over the shoulders with a cane. Stanley said— “Do you strike a man with his back towards yout” Wise replied, ‘Take the blow, with the epithet of coward, which I gave you in the House, and make the most of them.” This version be incorrect, but the story isin every body's mouth, in this form, and is probably an approximation to the truth. There must be afightnow and no mistake. G tlemen recognising the code of honor cannot receive a blow without burning gunpowder. Such, at least, has been the understanding until within two or three years past. Perhaps under the recent improve- ments in this branch of jurisprudence, a blow may be explained away, and why not?) The most oppro- brious epithets have frequently been bandied be= tween men professing chivalry of all sorts, and the matter has always been arranged with an if. In former times men of honor never replied to a direct affront except by a blow ora pistol shot. Now-a- days offensive words are retorted in kind, and per- sonal difficulties are settled on the principle of off set. Possibly this innovation on ancient usage may be an improvement, but really we men of the north must insist that southern chivalry should abate some of the insolence of its pretensions, or else maintain its reputation by adhering occasionally to the fire eaters’ rules. They must seek satisfaction for insults, or cease their eternal talk about honor, personal responsibility, and all that sort of stuff. [Correspondence of the Hera.) Wasninetox, May §, 1842. Racing—Gambling the Pipelayers, Since the adjournment of the two Honses of Con. gress on Thursday moraing, politics have been laid aside, and there has been a general snspension of business of allkinds, except in the Executive de- partment. Inthe long session ther: is always an adjournment of two or three days for the purpose of cleansing and ventilating the Capitol, removing the carpets and substituting straw matting, and other preparatious for the intense heat of the summer.— Curiously enough, this adjournment usually happsns on race week, and while the process of cleaning is in progressat the Capitol,the legislators amuse them- selves on the course. She was evidently expected to win, and odds were freely given and taken on her. Of the other horses it is use- less to speak, they ran well and did their best, but all in vain. One of the peculiarities of the race course in Washington is the gambling, which is carried on under the large shed beneath the stand, and it wasa sight that could not but strike a Northern man. It is only by stealth that with us the roulette table, the sweating cloth, and the thimble rig, are introduced on such occasions, With us, the police always in- terfere in such financial experiments, but here they were in all their glory. Respectable looking men were actively engaged in the business, and very re- spectable men did not hesitate to put their money down on the turn of the die. Considerable sums were lost and won ina few moments, while the usual accompaniment of “ dicers’ oaths” were not by any means deficient. Outside, near the door, stood a round faced youth, his leg poised upon a crooked cane, offering to bet any amount that no one could tellunder which thimble the pea, or rather piece of spunge, to be found. However, none were green enough to go into the speculation, although an accomplice, in the aa of a decoy duck, oecasion- ally won a five dollar bill. He walked off with his thimbles, and nothing more. Ata short distanee froin the race course was a cock-pit, and the brutal sport was conducted with greatacience and order, not only without molcsta- tion from the police, but with the countenance and approbation of some of the moat distinguished men the land. Indeed, it seems to be doubied whether the question will be seriously taken up in either branch of Congress, In the Honse, the army and navy appropriation bills are expected to be passed in a few days, and then comes the turiff, ‘The New York Custoin House reports may engage attention for a day or two, but the subject do petting to be a bore, and willbe soon disposed of. The tariff, or revenne bill, must be passed before the first of July. That out of the way, the remainder of the indispensable business will be done up without un- necessary delay, and the session soon come to an nd. ‘The re-organization of the Navy is of vast con- sequence to that branch of the public service and to the country, but it can hardly be hoped for while the present majority in Congress retam the power. Admitting, as they do, the neces:ity of remoddling and invigorating the personnel and materid of the Navy, they ‘will refuse or omitto act, for fear the Administration may derive credit from the jndicious and enlightened recommendations of the present able head of the department.
