Orleane 627; Mobile 20. ‘The money market is generally tight, with no imme- diate prospect ,of alleviation except through the legiti- mate channels of trale. ‘The Banks of the interior are maid to bd discounting freely the 15 day paper of the for- wardersand dealers. ‘This, with the increasing trade of the canals will be a means of permanent relief to business men. There is but little prospect that State or Govern- ment loans will be taken to an extent that will embar- rass the commercial markets. It does not appear that any bide have been made for the $3,500,000 offered by t cretary of the Treasury. This result has confirmed the view we took when the loan was created, and we have uniformly discredited the falsehoods published by the Wall street press in relation to the movements of foreign houses in the matter, We have frequently appealed to the stockholders of the Greenwich Bank of this city, in order to arouse them to’ the position of their property 1m that institution. ‘The 1st of May has now passed and no dividend has been declared making three dividends out of the four last due that have been passed. ‘The annual election takes place on the Ist Monday of Jane, and it is high time that the stockholders were looking in to the causes of the extreme depression in their stock. The charter of the institution provides that there shall always be 16 directors and @ cashier, and that when vacancies occur they shall be immediately filled by the board. Now it so happens that there are now, and have been for a long time four vacancies in the board, and no steps have been taken to fill it up, and five weeks ago the cashier resigned, making the second within the year: Last year, it will be remembered, that a full. beard was elected, and the public were given to understand that a re- form would take place in the management. ‘The stock was then at 60 a 65, and several hundred shares were held for sale by the U.S, Bank, and 700 shares by the Commer- cial Insurance Company, the former are yet unsold; but the latter have been distributed pro rata, amongithe stock- holders of the company, and the market value of the Greenwich stock is 30 a 35. Why is this #0? Report says that the board, who are mostly young men, are governed by one who is, and has been for a long time, a debtor to the Bank, as an endorser for a former councillor, ina large sum. It is no excuse in allowing the funds of a bank to lie dead, to say that the debtor is rich. His riches are nothing to the stockholders, unless hep: up. The stockholders, who are numerous since the distribution of the above 700 shares, must remedy this state of things at the election. ‘They have no other remedy. ‘The Guardian Insurance Company have declared a di. vidend of six per cent for the last six months, payable on the 16th instant. ‘The Union Bank of thia city has become the agent of the Tanners’ Bank for the redemption of it» circulating notes. Among the representatinns to Congress im favor of tax” ing the many for the benefit of the few, by the operation of @ high. tarfff, that of the sugar refiners is the most singular. These people enjoyed a bounty of 2) cents per Ib, on all the Sugar refined from 1933 to 1840, in consequence of the operation of the compromise law, which gradually reduced the duty on raw sugar imported and continued the drawback of 5 cents per Ib, on refined sugar exported. The duty on raw sugar varied from 2 to Scents, according to quality, and the drawback being 5 cents, the sugar refiners could import the sugar, refing it in 15 days, and re-export it, receiving an average of 24 cents bounty from the government. The bounty or drawback was reduced from five to three cents, and now these peoplo have the assurance to come forward and ask for an increase of the duty of foreign refined suzgar for their protection! ‘This fact only serves to show how insatiable is the re of all classes to have the many taxed {Ur their exclusive benefit. To effect this object, the memorial of the sugar refiners to the committee of the Hotse of Representatives, is full of misrepresentation and perversion of facts. They begin by stating that in 1840 there were imported 191,000,000 pounds of raw sugar from six countries which purchase of the United States produce to the amount of $9,000,000. They then endeavor to make it appear that the existence of that trade depends upon the continuance of a bounty to the sugar refiner, They then state that 100 pounds of raw sugar will produce 51} pounds of refined sugar. Now the above table gives us the fact that there was an average of 5,000,000 pounds onlyfof refined sugar exported in four years, equivalent to 10,000,000 potirids of raw sugar. During the same period an average of 137,000,000 pounds of raw sugar was im ported. The consumption of the sugar refiners was there fore but seven percent of the gross import. It is plain’ therefore, that the gentlemen who have received a bounty of $250,000 per annum at the expense of their fellow citi- zens, ascribe a very meretricious importance to the in- fluence of their trade upon the business of the United States, with the sugar producing conntries. ‘The clashing of interests in the general rush for plun- der under a high tariff iy made apparent in the memorial of the sugar refiners for protection, and also of the sugar growers for protection. The sugaw growers state that they shall be ruined anless the duty is restored to 3d per Ib. Instead of 16 cents, which it will be under the comprom ‘This increase of duty the refiners complain of as inJariow to their interests, and predicated upon a claim for increased duties on the refined article. The woollen manufactures have fallen into the same dilemma. They state as follows: “ Atthe preacnt prices of wool in Europe, New Holland, and South America, it could be imported into this country, free of duty, at a pi which would enable the manafac- turer to drive a brisk competition with the foreigner. The cheapness of our water power, and some other circum- stances, gives us advantages which compensate for the dif- s ference in the pe of borin fuct, we kriow, from the figures ofthe Eng! manufacturers themselves, which we have by us, and could give if it were neceasury, that the cost of manufacturing woollen Great Britoin, is nearly as great as our own. The principal difference between the price of their cloth and our own, is the result of the high price of wool in this country compared with their, and on the continent. Here they admit that the only obstacle to their success. ful competition with foreigners in free trade, is the high price of the raw material caused by the protection given by legislation to the growers of that article, consequently a reduction of the impost on wool to a mere revenue duty, woutd give the whole home market to the home manufac- turera, and yet important as the manufacture of woollens is admitted to be, it must be sacrificed to the false princi of protection, or atax,of 30 per cent to be imposed upon the poopl# as an equivalent to the manufacturers of woollens.
