Monday, Apri! 11-6 P M There was a little better feeling inthe steck market to-day, and prices, with some exceptions, improved, particularly New York State Stocks, which, under the influence of the new tax bill are fast regaining the con- fidence of capitalists, and are, of course, attracting investments in that direction, and prices are improving. Delaware & Hudson fell § per cent; Mohawk 1}; Indi- ana 5's rose }; Ohio 6 per cent stocks 1860, 2 per cent; sales of bills on Philadelphia }; Treasury {Notes } a 1}; United States 6 percents are quoted at para 3 discount. & Drafts of the Treasurer of the State of Virginia, on the State Treasury, have been dishonored for want of funds. Anatural result of State Banking. The drafts of the federal government were never the 15th June next. The prospect among the city dealers for the next 60 days is very gloomy. Their remittances from the coun- try donot comein, and when the heavy payments fall due, disasters must take place. It isan anomaly in our affairs, that while th ents of prosperity are in exis- tence, and greater activity may be expected in business, those dealers who have large outstanding indebted- ness are severely cramped. Much good paper, with un- exceptionable endorsements, is selling at three per cent per month. The farmers and agricultural interests in this country, who form the vast majority of the inhabitants, should arouse themselves to the traitorous course of the high tariff men. The growing trade in corn, between this country and Great Britain, will inevitably be destroyed, if the interests of the manufacturers alone are to be con- sulted. The interests ef those engaged in trade and commerce are the same as those of the agricul- turalists for obvious reasons, aud yet the manufacturers seek, by every underhand means, to levy atax upon the others, for their own individual benedt. The doctrine of protection and high tariff cannot be sustained by reason and truth. Hence misrepresentation, in the boldest man, ner, is resorted to by its alvocates. As instance of this, we will quote the following statement, made at what was called a meeting of the “ Home Lesgue” in ig fe — Rircer of Conn. briefly explained why even th pts ofthe British Corn Laws would afford so dacge or steady demand for our farmers. We are too {far off, and the cost of transportation is tuo great. If grain shall be wanted in England, it can be obtained from cheap labor Germany and Poland even before we have heard of the necessity, at low freights and at moderate prices. From that time to 1838, the foreign trade had nearly stopped, in conse- 6815158 faa 43 tis rH 500,000 quence of a sufficiency of the harvests. At the close of 1838, the warehouses were nearly exhausted, and the foreign trade was required to be renewed after a cessa- tion of six years, thereby producing an immense sud- den addition to the foreign purchases, against which no increase of exports of merchandise took place, which would have been thecase had a fixed rate of duty al- lowed the foreign corn trade to follow the same impulse asother trades. If this were the case, instead of the im ports being obliged to wait until the duty was lowered by famine prices, a regular yearly import must have taken place, principally from the United States. In 1839 the imports into England were the largest, and prices averaged the highest, and yet but @ small proportion was sent from the United States. The reason for that small export is within the memory of our readers. During the three months from February to May, 1939, the stocks of flour in this city were very large, and at the same time Eng- lish orders for large amounts were here limited at $6. $6 50. At the same moment, the millers limited their sales at $9 00, and, by procuring accommodation from the country banks, rent down funds to take up their poper here inthe hands of the commission houses in order to hold on to the flour. After a few mouths elapsed the English demand subsided, and most of that flour held at $9 00 was subsequently sold at $6 00. The pernicious influence of the banks destroyed the market, and eventually entailed a loss upon the parties. This influence was the cause of the small exports in 1839, and consequently of the low prices of 1840 Had the banks been entirely broken down in 1883, as they were in 1840, probably in 1839 4,000,000 bushels additional would have been exported. This would have reduced the stock, and have made prices rule higher in 1840, without much checking the export of that year. Adrawing cf of 3,000,000 or 4,000,000 bushels in one year will raise the value of the whole production to a considerable extent. For instance, the whole production of wheat in 1840 was 84,000,000 bushels, according to the census. If we esti- mate this at $1 per bushel all around, when the supply is just equal to thedemand, it will be werth $81,000,000. If the supply is 5,000,000 bushels more than the demand the price will fall, say toninety cents, allowing the curren- cy to remain steady. This is a depreciation of $3,100,000 in the value. If, on the contrary, a foreign demand springs up and takes off 6,000,000 bushels, the price may rise even to $2 00 per bushel, because there will be a home demand for 1,000,000 bushels that cannot be fied without a re-import or a reduction of consumption to that extent, whieh can be effected only through high prices. We may estimate that the price will raise to an average of $1 25, on the whole production, The export of the 6,000,000 bushels will then make a gross difference to the farmers of $30,600,000, or three times the value of the quantity exported. Now the operation of the banks of New York, in the spring of 1839, directly produced a loss to this extent. They directly prevented the sale of alargeamount of wheat in that year. The result was, that the surplus left over in that year produced the ex- treme low prices of the succeeding year, 1340. The dif. ference in the average value of the two years was the enorfnous sum of $2 12} per barrel. making a on the production ofthat year of $42,500,000! farmers, This is borne out by the fact, that notwith- ‘erence gainst the standing the low prices of all other articles during 1841, flour hasruled higher by $1 50 per barrel than during 1840, making a difference in favor of the farmers of $26,200,000, a direct consequence of the large exports of 1840. These are facts and figures which every farmer knows te be true by the result of his own sales. Now, what isthe operation ef protection? Precisely that of the banks as here described. If produce in this country is low, and foreign goods, at fair prices, are taken in cxchange, the direct advantage of gettipg cer- tain goeds less than they can be made at homeis but a small part ofit. The effective demand from abroad, by taking offthesurplus, impreves the aggregate value of the,whole production of the article purehased by the foreigners, to an extent many times greater that the valua given by them in exchange for that surplus.
