t “POSTSCRIPT. a There was 20 mail South of Norfolk last night. Washington. [Correspondence of the Herald.| Wasuixeron, April 8, 1Sil Gaines. 7 he Senate—Mr, Orittenden---Gen The Senate, after the routine bus morning, sone of which was of much pub tance, took up the Loan Bill. The question being on the amendment of Mr. Walker, pledging the pro- ceeds of the public lands for the payment ef the loan, Mr. Crittenden made a long speech in opposi- tion, Itwashis first effurt since his elevation, and hae was listened to with great attention. Mr. Crit- tenden is one of the ablest devators in the Senate, Ready, fluent, with much afiluence of language, and a playful vein of satire, he never fails to interest all hearers. He neverspeaks for display—is always @irect—has abundance of energy and animation, and isalways well-informed on every subject that he undertakes to discuss. Apart from the weight of character, possessed by Mr. Clay, neither Ken- tucky nor the country has lost any thing by the change: Indeed, it may be doubted whether his substitution is not a public advantage. He has more practical talent than Mr. Clay, without his arro- gance and bad temper; while he is just as inflexible on all questions involving important principles, he has less pride ef opinion, and willbe more ready to yield something of prejudice when it come in con fl ct with the public interest. Mr, Anew, to the surprise of every body, op: posed the amendment. No one should have been astonished at any change of sentiment or opinion, onthe part of Mr. Archer. His vagaries are too common and passions too strong, to render any somerset a matter of surprise. He has hitherto been oppoeed to distribution, and now when the ex- igencies of the treasury are such as to render the repeal ‘of the law almost indispensable, he goes over to the other side. His hostility to the Presi- dent is inveterate, and his change of ground is to be referred to that feeling. | ‘There was ashort executive session to-day, but it is understood that nothing of consequence was done. ‘The appointment of Gen. Taylor to the command ofthe United States troops in Louisiana and A kansas, seems to be supposed to imply the censure of Gen. Gaines. We are assured that no such de- sign was entertained by the Department. The brave and veteran General stands tceo high in the affection and esteem of the people for the Secretary of War or the commanding officer of the Army to venture upon a slight of him with impur ty, venit they were disposed; but Gen. Guines’ traviccs and character are appreciated by the Depeitm ut, and every disposition is felt to do him just.ce. And the enmity ef Gen. Scott, however virulent or active, will not be permitted to work injury to General Gaines. House of Representatives—War Steamer— Coagressional Petty Larceny—The Appro- priation Bill, ‘The first business of any public importance in the House of Representatives this morning was the third reading and passage of the bill to authorize a contract with Mr. Stevens for the construction of an iron War Steamer, for harber defence. As seme explanation was called for in relation to this vessel, Mr. Wise entered inte some interesting statements, inthe course of which he said it must be well known what was the extent of the coast of the United States, on the Lakes, on the At- lantie, and on the Gulf of Mexico; and in the present posture of affairs it was absolutely necessary that means should be provided to defend the coast and harbors from the danger that threatened. The naval force of Great Britain is no less than 20 ships of war, and that nation has no less than eight steamers on our coast, which have under their decks preparations by which’ they can be immediately converted into vessels of war. Here then ‘was reason for preparation on our part. The plan of Mr. Stevens’ iron has been tried and found fully to answer the purpose intended, by a board of Army and nate ip elanfay i from ces Navy officers. If not, submission to insult er to the insolence of a triumphant and victorious army must be aid with complacency. It is enough to say that Mr. mooper met with no one to second his proposition, and the bill passed the House. In the course of the morning's proceedings, Mr. Mu. ton Brows called the attention of the House to a letter which he had received from his District in Tennessee, where his political enemies were using to his disadvan: tage a speech recently delivered by Mr’ Charles Brown in which an intimation was net obscurely made thi Mr. Milton Brown had furnished himself with a libe supply of Congressional paper, quills, sand, and other articles necessary for a writing desk, at the close of the extra session, at the public expense—or, in Mr. Milton Brown's own words, he was charged with “ stealing” per.
