At Boston, yesterday, sales of $5000 Massachusetts 5 per cent stock payable in 1887, coupons atteched, sold at auction at 86} per cent. These Philadelphia popera that one year singe were astonished at the wisdom, sagacity, and public spirit of the Legislature of that 8 in passing the law authori- sing the emission of the “ relief notes,” are now full of sympathy for the mercantile community, whose business has been ruined by those very notes. Those notes are the chief cireulation in the interior,and are received by deal. ers in payment of their debts, When the dealers come tothe city to pay their debts, they find that the paper they hold is nearly valueless. They can therefore nei- ther purchase goods nor make payments. The result is an utter staguation of all business. The same difficulti to a greater or less extent, prevail in all sections of the country, and unless the dealers insist en payment in specie , they {will be ruined. It is in vain to say that they can get no other. They had far better take nothing than irredeemable paper, and when once they refuse it, the farmers will refuse it for produce — This simple determinetion will at once give them good funds, and should be promptly taken. To-morrow the quarterly interest of the State and city of New York falls due, and will doubtles be paid to the last farthing. Also that of the Federal government—pait of the Massachusetts and Maryland sterling interest also falls due. These dividends will throw a little money 1 pon the market for investments. The defalcation of the ¢ pllector of the city revenues will have no influence up on the payment of the interest due on the City debt, pay- able to morrow, at the Comptroller’s office. In the Harrisburg Legislature, yesterday, the bill for the payment of the domestic creditors of the State in 6 per cent State stock—stopping all the extensions—dis- charging all the engineers in ths State service but one, and prohibiting the issue of the remainder of the 4th of May issue, passed by a vote of 52 to 32, aud was sent to the Senate. The 5 per cent stock is selling at 32 cts. on the dollar. Oa the th of February last, we published the report of the Indiana Committee of Ways and Means, in which the impossibility of paying the state debt was announced. That report was carried to Englaod by the George ‘Washington, and of cours: was copied from this paper into all the leading English journals, and produced its natural effect upon the market, and defeated the schemes ofstockjobbers. Their ire was consequently excited in a high degree, as may be seen in the following extract froma letter, published in the Courier and Enquirer, feom its correspondent ia London, who is a highly re- spectable clerk in a mouey changet’s office. We mention this merc- ly to show the malevolent fecling which exists among papers inthe interest of certain partics against the dis semination of truth. ‘The pregress of the debate in Englend on the corn question is undoubtedly one of very great interest to the mercantile interests of this country. The greatest ob- jection which has heretofere existed against the corn laws of Buglend hee been the fact that the duty isa fluc tuating one, and therefore hus made the trade in corn 10 ‘speculative in its character as to forbid the possibility of merchants of character engaging init. The scalo of Sir Rebert Peel, which we published last week, does indeed lower the rates, but feaves the main objection still un uched, and their appears little probability frem the arge majority in favor of the ministerial plan, that a fix- a duty cam be a@opted. More than two thirds were in fayer of moveable rates. A great discussion is going on in the Englieh journats as te the comparative «f.cts which the skiding scale would have, compared with & fixed duty, upon the trade wits the United States. Ma- ny conten that the fixed duties world be better, and others the reverse. The evidence of those merchants actually engaged in the trade goes to show thet it cannot be carried on under a sliding scale,and they adduce facts whick areconclusive om the subject. The discussion, however, showsclearly the important fact that the re” strictions on the bread trade cannot becontinued. That ‘a free interchange of the commodities of the old world for the produce of the new, mast soon take place. The desperate struggles of the aristocrats only put off the ‘time. Lord John Russell proposed a fixed duty of 84 per -‘qnarter—the duty on Canadian wheat to remain 53. with the transit duty ef 8s. The Canadiaas arc making great efforts to erect mills, in order to grind American wheat for the English market. The increase has been far greater in flour than in wheat, for the reason that usder the existing law, the proportion fixed between a barrel of flour and a quarter of wheat is 12 quarters of whcat to 20 barrels of flour; the millers say thet12 quarters of wheat will not equal 90 barrels of flour; consequently there isa pre- mium in fever of foreign flonr. ‘Tweaty barrels.of flour weigh 3,920 Ibs; @ bushel of average wheat weighs 60 lbs., which will produce often as much as 50 Ibs, of seconds flour, or 45 Ibs. of fine flour; therefore, 12 quarters, or 96 bushels, will preduce of fine flour 4,386 lbs. G1. per quarter. Now an English country miller will grind for 25. 81. per quarter.g Surely this is protection enough. The probability is that the;scale of Sir Robert Peel ‘Will permit of the yearly import of about as much wheat ashes been taken out of bond during the last three years of scarcity. This has become necessary from the fect that manufacturing has been pashed to such extent in England that the production of the soil is not sufficient for the support of the inhabitants, and a yearly supply of food from abroad has become absolutely necessary, and that in average years to an extent equal to that imported during the past few ye Those importations have produced adrain of coin sufficient to shake the paper system of England and convulsethe mercantile world. If those importations are to continue, it muat be done in a manner th at will allow of the export of goods in return, natead of coin. The trade must become so regular thot jtcan be entered into by reputable merehants as safe and lucrative. Now we apprehend this cannot be done under a sliding scale, an! for reasons which may be il- lustrated by facts laid down by Mr. Cripps of the Not- tingham deleg tion, at an interview with Sir Robert Peel, being some transactions of hisown. It was, that in May last year, Messrs. Brown, Shipley & Co. sold on his ac count 6,624 bbls. of four, the duty on which amounted to £2,720. The flour w regular remittance in the course of trade, and could not be held. Had it been held until Soptember, the duty would been £520 only. In OctoSer the duty woul have been £4,112, in Decem- ber £6,138.
