About four weeks since the New York American, the Commercial, and the Express published the fellowing : ‘There have been ramors afloat for the last twe days unfavorable to two er three banks out of thecity. We are assured by one of the Bank Commissioners that such reports have no foundation whatever, and ates the banks alluded to are prosecuting their ordinary business entire- ly free from embarrassment. Since this veracious notice, the Clinton County Bank has stopped, and the above named institutions are totter- The sale of teas advertised for to-day progressed, net- withstanding the arrival of late news. The details will be found un- der the head of “ State of Trade.” The Bank Commissioners, who, for some time patt have been overhauling the concerns of the Farmers’ Bank of Canton, have appointed Mess rs. Jas. D. Brown E. P. Grant, and O. T. Browning, receivers. A sort of inquest has been held within a shorttime at the Bank of the United States in this city, on the assets of the Philadelphia United States Bank, which were as- signed to secure certain post notes and deposites last year. These aseets consist in some degree of the notes of solvent houses inthis city,and they changed hands foranominal value, to comply with the forms of law in such cases—the prices thus given, inno wise affecting the credit or the standing ef the makers of the paper, ‘tome of which is far betterthan amy of the obligations of the bank itself, although there also appear on the list a8 debts the names of mercenary Wall street editors, who were sudsidized by the bank to do its bidding. ‘The manufacturers, whe inarepublic are essentially the aristocratic class, are using their utmost efforts to Procure the imposition of burdens upon the masses, un- der the deceptive title of “protective duties,”for the espe- cial bepefit of the manufacturing few. In our article of Yesterday, we attempted to show that atariff failed to ‘exclude foreign goods under a borrowing system, and ‘fluctuating curreacy. The horrible distress exiat- ing in England, growing directly out of her protective system, fails to convince the manufacturing aristo- cfacts here of the ruinous tendency of the system, because they,like the landed aristocracy of England are blinded by their own individual interests. In Great Bri rtain the class most protected is the agricultural, be. #ause the proprietors im that interestare meatly the ti- tledotigarchy who make the laws. In this country the ~only class that has ever beea protected is the manufac- turing, and that forms the aristocracy of the United ‘States. The whole number of inhabitants in the United -States is 17,000,000, and according to the census tables 440,000 of them are employed in manufecturing, being as -¥ to 35 of the population, and this one person asks the other 35 consent to be taxed/80 per ct.on evory thing they <weer, in order to make him rich, and he taxes his inge- nuity to prove to them that it is to their benefit to do it. The same system is adopted per force in England. An ~enormous duty is laid upon grain and bread, because the Janded proprietors say they cannot eompete with the American farmers in its production. The American manufacturers want foreigu goods texed, because they say they cannot compete with English manufacturers. ‘In England the bread tax ef the itecracy is laid by brute force, and its operation is thus described in an in- fiuential London paper :— “ Several bakers in the neighborhood of Hammer- smith, sticklers against the Corn Laws, have adopted an excellent plan shewing revel pat how their sufferings are increased by the accu: and enormous tax which is put upon bread, in order to support the aristocracy in luxury, and enable the velo to keep hordes of soldiers to stifle the w: unger and distress, and compel the needy to bear ‘ait ‘ue ills which press upon them without openly manifesting thelr disedntent, In ‘the shop-windows alluced = ve bakers exhibit-a bill to this effect :—“ Sold he read (the 4lb. loaf,) 5d tax on the same, 3}4 ;” so that vpecien may well be discon- teated when he knowsthat he has paid 84d for a lump of bec ihs. i of which go to the support of the yea of Buckingham, and the acre lords. It takes directly out of the pockets of the conf gumers of the article, and puts it into those of the producers. In England, in order to pay this enor. mous taxto the aristocracy, every article must be pro tetted. All these protections entering into the cost of manufacturing, have destroyed the power of England to compete with foreign nations. Hence that distress which compelled Lord Lansdowne, at a late date, to lay before Parliament a petition from the manufacturers of Man- cheater forthe abolition of all protection! The distress o themasses growing out of the high price of bread ‘has overturned one ministry, and forced concessions from the lended proprietors, although not to the extent whichis wanted. It will no doubt improve the demand for American grain, but it will force it through the coloniel morkets, to encourage transporta- tion in English bottoms. This operation of the law seems already to have alarmed the Canadians, who have petitioned the home government for an increased duty on produce imported from the States. They say the in- flux of wheat from that quarter is ruining the farmers of Canada. The operation of the new law will doubtless benefit the American trade infsome degree.
