The treasury notes of the United States government ‘were sold at the board to-day at 3 per cent discount, and more offered at the same price bearing 6 per cent inte- rest, being equal to 9 percent per annum. The disho mored notes have been taken up by the Bank of Commerce and paid for in new notes, which being at a discount of 3 percent, the receiver loses that amount, which makes the interest on the old notes equal to 3 per centonly. As yet there is no plan proposed to relieve the government» @onsequently the redemption of the new issues is a mat” ter of risk, which causes them to sink repidly in the market. A pro- tective tariff is then thrown in to soothe the manufac- turers here—those of England well knowing that aduty of 100 per cent, with a fluctuating paper currency, would be far more to their advantage than would free trade with a sound currency. Then opens the grand project which, originating with the house of Baring Brothers in 1839, is now the great object of Lord Ashburton’s mis. sion, viz: an assumption of the State debta by the feders 1 government. For this hesthe moneyed aristocracy of England for three years combined their influence at home, and put in operation all their agents, tools, editors, brokers, bankers, lawyers and legislators on this side of the water. It is not to be expected that a mercenary edi- tor, educated in England at “Harrow on the Hill,” bred Up with English feelings, prejudices and predilections, #0 fer ss elaborately to defend the murders of hisown countrymen in Dartmoor prison, would be overscrupu- lous in defending the “ right of seareh,” or in adyoca ting the taxation and oppression of the American people im any way, either by an oppressive tariff, a monopoli- sing bank, or an overwhelming debt, that}would benefit the venerated aristocracy of London.’ The people will net, however, submit to it. The time has gone by for tho borrowing system; even the patient masses of England are groaning under the oppression of a purse proud oll- garchy, whose seats are trembling beneath the throes of a mighty people struggling to be free. The effect ascribed to the creation of a national debt in the above paragraph, is not a little amusing. The con. traction of a loan of $100,000,000, three per fcent stock, would free the people from debt. This is the principle of finance always acted upon by the Wall street editors, and the advocates of @ National Bank. The people of this country owe $250,000,000 of money borrewed in the eapacity of individual State governments. To pay half that sum by borrowing the money in capacity of a fedc- ral government, would “ emancipate the whole country from debt.” The masses of the people may not see elearly how this is to be done, but they must remember that this is the ipse dizit of James G. King, backed by Lord Ashburton, and of course not to be questioned, although the grand jury of Old Bailey have seen fit to question some of the latter gentleman’s operations. In opposition to this mad scheme of debt, taxation and oppression, the present administration have proposed a severe curtailment of the unnecessary expenses of the government, to call back the proceeds of the public lands, and to raise as much revenue as will meet the re- duced expenditure, and no more. This sound and republican plan is thwarted by the selfish schemes of partizans in Congress, The ‘xchequer plan of Mr. Cushing proposes to receive and pay out the funds of the government in the safest and most economical manner, and without allowing designing people to borrow and use the property of the industrious—to siford every faci- lity for the prompt and actual settlement of balances between one section of the government and another. This is ail that it proposes, and ell that reasonable people would require. It exercises the right of an individual to manage his money affairs in the manner the best to pro- mote his own interests, and in doing so, consults the reel ‘waitkee of the whole peoyle.
