Washington, ‘Correspondence of the Herald.) Wasmineron, Mareh 16th, 1842. Proceedings In the ‘te—The Navy. In the Senate this morning, the President pro-tem laid before the Semate a report from the War De- nent, made in compliance with a resolution of » of the 17th January, showing the average { the army during the year ending the 3lst of Decomber last, and the expenses of the army dur- ing the same period; also a communication from the Register of \he Treasury, showing the expenditures of the United States, exclusive of trust funds, from the Ist of October, to the 31st of December, 1841. Mr Bocawwan presented the memorial of a number of citizeas ofthe city and couaty of Philadelphia, asking thet a fiae imposed upon General Jacksom in 1515 may be refunded; a petitiew) from Lebanon county, Peensyivama, praying that the pension law of I83S may be continued in foree,and that its provision be extended to the widows of ‘the offi- cers and soldiers who served uader Generals Arthur and St. Clair in Wayne’s campaign; memorials from different counties of Pennsylvania asking for the pro- tection of the iron interest. The Senate then proceeded to the consideration «f the resolutions ef Mr. Clay, proposing an augmenta- tion of the duty on imports and a diminution of the expenditures of the Government. Mr. Caruoun spoke for more than twe hours, in opposition to the views of Mr. Clay. The Senate then went into Executive Session, and afterwards adjourned. ‘The gloomy aspect of our relations with Great Britain’ would eeem to furnish a strong reason for doing ali for the navy which has been recommended by the Secretary.” Thoee who are opposed to the in- erease of the Navy do not look abroad at the vast commerce of the country, its sails whitening every sea, and American enterprize thriving in every clime. These are the subjects which claim the at- tention of intelligent minds, and are never lost sight of by the statesman. To those whose notions have not arrived at the standard of liberality erected by Mr. Upshur, it can be demonstrated that the plan he has jaiely adopted in promoting officers from agrade, where they have too long been left to moulder, ie the best thing and the first step which should be taken in ihe Navy. It was a plan of Napoleon, when his army was cast down and dejected, to raise its spirits by some grand coup de main. Mr. Upehur in the absznce of ell those expedients with which the mind of the great conqueror was so prolific, has sueceeded in infusing aspirit into the corps, which has been a stranger to it for years, and by a method which has ensured the approbation of all rigkt thinking men. Officers who have been looking forward to poverty and no rank, now find themselves lifted up to a station, in which they can give tneir services with more plea- gure to their couniry. Itis notto be expected that a citizen of a nation, can devote his whole life to its defence, to the exclu- sion of all other means of making a livelihood, without expecting;a proper remune:ation for his Gervices—that remuneration does not alone consist in money. He expects as he advances in life to be elevatedjin rank, for it gives him means, and assume amongst his fellow citizens a station corresponding with that of other professional men, for rauk is but relutive, and if we compare withthe means of the civ ¢ naval man is still in the back ground. In association of a body politic, each person considers himself as pledged to promote the wel- fare of all, and all have entered into engagements to assist each other in the means of securing his own advantage, and only a system which enables every one to contribute to this great end, and every where diffuses that patriotism which zealously ex- erts itself for the public good, can render a nation great. It cannot be expected that one portion of the cit- izens will cater for the good of the whole while tbey neglect their interest. The fact of a man’s enter- ing the Naval service; does not ,preclade his right of citizenship, and has he not the right while sacri- ficing all the social and domestic comforts of life and advancing the glory of the country abroad, to expect his interesisto be guarded by his fellow cit- zens athome? He givesup the means of amas- sing that wealth which falls to the lot of his coun- trymen. He adds to the honor of the country, and he expects the rewards which long usage has ren- dered obligatory upon every government, and which is always gratifying,to the pride of the officer. All he asks is a remuneration which will enable him to make respectable the situation conferred upon him by his country. This much is due, for the credit of his feHoy-citizens, who certainly cannot expecta man to remain in a subordinate situation all his life because they cannot at the moment avail them- selves of his services. It cannot add to the desire of any ome to serve his country, when looking to foreign governments he draws comparisons #0 unfavorable to his own.— There isthe same professional pride in the Navy that exists among all orders of men, but they are dependent on the will of the many, while other professions’ depend entirely on the. ability of the individual. The Navy certainly cannot complain of a lukewarm feeling on the part of the people of the United States. It is because the lxecutorsof the people’s will have neglected its interest that it has fallen into decay, and when eny legislation heretofore has been attempted in Congiess to advance it, the contradictory evi- dence of some worthy members of the Navy, the desire of the few to benefit themselves at the ex- pense of the many, has rendered all steps towards advancement uselese ; and even the present Secre- tary, whose zeal should endear him to the country, will have to etraggle against the opinions of just fledged officers, who have come to conclusiens which will stick ac longer than their turn for pro- motion. Yet it gueceeds, unfortunately, in re- tardivg the intentions of the Executive, whose views cannot always correspond with theirs. Taey argue most faithfully, and no doubt believe most carnestly all they utter, that a re-action must take place, and, of course, a corresponding stagna- tion in promotion. They de not reflect that the sare motive which lifted up the others, will ever exist to do the like for them, and that a generous pation, when she once awakens to her own glory, will not be blind to the interest of any useful mem- ber of the community. Tae advancement of the Navy, which is 80 inti- mately connected with the glory of tne country, is the advancement of the country itse!’, and , this @an wever occur,by pursuing in the suicidal policy of the lax twelve yeara, where its pride anf its fame have been permitted to slumber. We shoud cher- ish that glory which has procured for us the exteem of all nations, has made them seek friendship with us. It is by our well-established reputation that inse- lent nations have refrained from molesting us— friends have favored our enterprises, and enemies are prevented from giving credence of their ill will. Is it to be supposed, thea, that the country is go- img to count noses in advancing a body of men who have contributed largely to her honor, and who have given her a reputation in naval renown that the most glorious nation might envy. To thoee whose opaque visions cannot appreciate the liberal views of Mr. Upshur, we would say, be Bo: afraid, you will be appreciated according to your merits, but remembe? that no individual can rise, with views “directly opposite to the majority of the social compact, he may go up the ladder of promo- tion, b it he will be but clinging to the rounds.
