The weather during the winter has been very detrimental to the crops, and the qity isovercharged with foreign goods, while the banks throughout the country are powerfully contracting. For these reasons it may be considered that for the ceming spring and summer, the demand for and ability to buy goods will be greatly circumscribed; at the same time, the ability and inclination to hold the large stocks on hand will decrease in the same proportion. Already large importing houses are making dispositions to get clear of their stocks as speedily and at as little loss as possible. It appears that the exchangeable values inthe State'of New York,are double those of the other States, while bauk capital and loans are fifty percent less. The consequence is inevitable, viz!: that, while New York continues asound currency, and pays its debts with ease, ail the suspended district is in debt to it, in common with the New England States. The enormous bank inflation in Pennsylvania, and the other Middle States, is the instrument by which the large imports and manufactures ef New York and the Eastern States are forced upcn the other sections of the Union. Philadelphia has always been the great distri- buting point for imports and manufactures, b-cause there was the head quarters of banking, which is the instru- ment of sale, net of production. The $1¢0,000,000 of goods imported into New York in 1839,/ound sale through- out the South, South-west and West, through the instru- mentality of the bank inflation of those districts, There was, how nO answering inflation at the point of sale for these products; consequently whatever were the facilities of them to buy on credit, there was 10 means for them to turn their produce into cash. The very bank inflation which enabled them to run in debt, deprived them of the means of discharging it, by always keeping their produce higher at home,er in the!markets of pu chase, than in the markets of sale. The fearful accumu- lation of debt against the Southern and Western sections, is seen in the fact that the imports, manufactures, fisher- ies, and minerals of New York and the East,amount to $875,000,000—while the gross agricultural produetions of jections, scarcely reach the same amount. The consists in the employment of bank eapital in rse retioto the demand for it. It is evident that at New York, that being the centre of the foreign and domestic trade, the largest proportion of banking should exist, and in the producing there thould be least. Tastead of this, we find that where banking capital is least wanted, it isin the greatest abundance. The same evilexisted ina greater degree under a national bank, more especially under the policy of Mr. Biddle, which was to increase the expansion whenever evils existed growing out of an already too great inflation. The great benefit to be derived from Mr. Cushing’s plan of a fiscal egent, is that while it offersevery facility for the transmission of funds in actual payment of debts between one section ef the Union end another, it ex cludes all inflation or fluctuation in the currency, exeept that produced by the actuaj variation in the produce of industry. It also regulates the banks in the only legiti mate way; that is, it tends to discredit those which do not pay their debts, while it compels prompt settlement from those that do. This operation, by excluding all “accommodation,” and confining the banking movement tothe interchange of the actual surplus productions of each section, will drive capital back from its speculative employment in banks, to the assistance of the producers of the soil, in increasing their real wealth.
