Sunday, March 6—6 P. BM. The condition of the currency in the suspended dis- tricts, has been a source of great distress and losses to the people. The immediate and only cause of the depre- ciation of the circulating medium, is the toleration of the suspended benks,and allowing them daily to issue promises to pay, which they daily dishoner. In no part of the country have the people suffered greater imposi- tion then in Baltimore; every species of juggling trick has been resorted to fasten upon the people, the worth- less aud depreciated raii road orders e8 a currency, and without success ; yet, notwithstanding the experience thus acquired, the common council, with a degree of folly scarcely credible in a legislative body, persist in mountebenk tricks to make that valuable which isin it self valueless. The order: now miserably deprecia- ted, and it hasbeen enacted that a premium of 26 per cent! shall be allowed to all persons who will fund the orders, the premium to be paid in city scrip bearing six per cent interest,and receivable for city dues; and faith of the city has also been pledged to such banks as will receive the orders for currency, for the payment quarterly of five per cent interest on the orders un- funded. Such is the extent of folly to which currency legislation has reached. Twenty-five per cent premium on $500,000 of orders funded,'wouid be an issue of $125,000 of city scrip beariag six per cent, for which no equivs- lent whatever is received, and to that extent must the citizens be taxed, and for what? Simply because the banks and the rail road do not choose to pay their debte, and the ature does not choose to compel them. If the city council undertakesto pay 25 per cent of the debts of the rail road, why does it not pay as much for the banks, and allow themtoresume? The banks may then fail every two years, and throw their debts upon the city for the “ relief of the people!” The law of 1841, for levying taxes in Pennsylvania, was estimated to yield $1,700,000, instead of which, how- ever, it will prove short $700,000. The following are the results from all but nine counties in full i A meeting of the “Domestic creditors of the State of Pennsylvanis, was held on the Ist inst. at Harrisburgh, the object of which was to get up a new species of quackery instead of paying their debts by taxation. The meeting resolved that for the State to force them to re- ceive State stock in payment of their claims, is in its pre- sent state of depreciation no better than repudiation. Se far good. The memorial closes, however, by soliciting the State to pay them off in certificates of indebtedness, redeemable in State stuck as if the shadows of the stock were better than the stock itself. This proposition was probably got up by some politicians to deceive the poor creditors ef the State. In the south-western section there are 100,000 more active people, than in the eastern seotion—yet, with 60 per cent more bank accommods- tion, and 100 per cent more bank currency, the prodact of their yearly industry is scarcely 60 per cent of that of the New England section. These are simple facts, that speak trumpet tongued ageinst the baneful influence of the bank system in @ producing or agricultural coun- try. The eperation of banks is simply to promote com, merce, or an interchange of commodities after they are produced. Banks ere, therefore, peculiarly favorable to the commercial classes,and for the same reasons are, if pushed to excess, detrimental to the producing classes. This tmall num- ber of 250,000, are alone benefited by the banks which be- como in their hands, the instruments Sy which the wealth of the 4,500,000 ie accumulated into the hands of the f-w. This result is seen intheabove table, and in the well known fact that exchanges are always heavily ia favor of the New England States. In that section of the country the active population is less than 600,000 per- sons. In the other sections of the Union there are 4,300,- 000 active population, who ere always in debtto thenew Englanders, and that in exact proportion to the abun- dance of bank currency in the indebted districts. The currency of New Englandis to the aunual production as 1 to 10; in the southwestern States it is astl to 3; at the west aslto5. The < ffect of this redundant currency is toraise the value of eastern manufactures, while the sales of southera produce are made in the currency of England and Massachusetts. For instance,a piece of goods made in Massashusetts is sold in Mississippi, where the currency is tothe production as 1to3 Oa the other handa bale of cotton raised in Mississippi is sold in Boston, where the currency is to the production asltol0only. Hence the south western producer re- ceives for his industry butone third of that which the eastern manufacturers receive. If the order of things were reversed, aud the New England currency became inflated, while that of the south wes reduced to specie, the east would in one year become indevted to the south. The notion of “regulation” is preposterous.
