Witttam Seaacue, Senator elect from Rhode Istgnd, took his seat, - j After the presentation of petitions and the recep: tion.of reports from committees— ' Mr. Cray presented a petition fem persons enza- ged in various branches of industry at Bedford, Pennsylvania, attributing all the distress and em barrassments of the country to the. compremise act, and praying for euch a revision of the tariff: 8 would give protection to home industry. The petition was accompanied with a request that he would @ecom- pany its presentation with some yemarks. But for this request, he would not say a word that would anticipate the discussion which may arise when the subject of the tariff shalicome up in another. way— He would, however, make a single remark—that it was entirely a mistake to attribute the embarrass: ments of the country to the compromise. act. It was the derangement and tampering with the cur: tency, the excitements which led to excess of inter, nal improvements, the indebtedness of the States abroad, and its effect upon importations, that had occasioned the distress and embairassment of the country. , Mr. Carnous reviewed the statements made by the Senator from Kentucky, relative tothe condition tion of things at the time South Carolina yielded to the compromise act, and. showed that it was well understood then that twenty per cent would be more than sufficient to provide a revenue for an economical administration of the Government. It ‘was not only contemplated that a gradual reduction could be made to twenty per cent in tem years, without injury to existing interests, but that an economical administration of the Government, would, at the end of that period, admit of a farther teduction, even under fifteen per cent. But now to attempt raising the duty past twenty per cent was a palpable violation not alone of the actitself, but of the very principles on which it was agreed to. Mp. Caxnous then, at some. length, replied in detail to Mr. Ccar’s remarks. H After the debate had ‘continued for some time be- ween Mr. Clay and Mr. Calhoun, H ~ Mr. Pussran expressed, his sentimenta on the sub- ject of the compromise act. They were, in sub- stance, that he adhered to the principles of that act, and would not entertain the question of exceeding twenty per cent until it should be shown that after restoring the proceeds of the public’ lands to the ‘Treasury, from which they oughtnever to have been taken under. the existing financial condition of the Government, the public service could hot be carried on witheut'raising revenue beyond that standard. He considered the compromise act as a rallying point, and that goed faith required a necessity should be shown for increased duties, before the standatd of the compromise should be’ passed. If, however, it should appear that the public service, uadera and, prudent administration, could not get along without an increase of the tariff, he would go to an extent absolutely necessary. ' The petition was then referred to the Committee on Manofacturea. . The Senate thei went into thé consideration of private busidess, and at three o’clock adjourned. The very able report presented in the House yes terday, by Mr. Cusuixa, has been the topic of con- versation in all.the political circles to-day.’ ‘The pro- babilities of,the passage of the Board of Exchequer have been freely canvassed, and the general conclu- sion'seems to be, that no fiscal agent will-be establigh- edat the present session. There can be no beneficia! legislation so long as the present organization of parties is maintained, and the people permit their re- presentatives to sacrifice every thing to the game of Presideat-making.. The measure of the administra- tion for settling the currency question, will be de- feated, because neither of the two parties in Con- grees has any thing to gain by its passage. A large Portion of the democrats in the House of Repre- sentatives, if left to act independently, would eup- port the bill ; but the influeace of the leaders and the force of party discipline, will constrain them'to go againetit, almost to @ man. ‘The ‘same remark may be applied in part to the whigs. Three-fourths of the whigs in the House would vote for the bill, but the determination of the leaders is to defeatit, and the honest, patriotic, and ‘unambitious mea of the par'y, have not firmness enough to break through the trarmels of party. Pos- sibly,however,the voice of the people may come up in tones sufficiently powerful ard distinct to change the result here foreshadowed, bat the present pros pect. is, that no action will take place during S session of Congress. House of Representatives—_The Cemmittee en Foreign Relations—The Navy—Propos- ed creation of Admirais, Vice-Admirals, and. Hear-Admirale—The Marine Corps— Retronchment and Reform. The vacancies in’ the Committee of Foreign Re- lations of the House of Representatives have once more been supplied by the appointment of Mr. Ste- wart of Va., Mr. Meriwether; and’ Mr., Cafuthers, and it is probable that these gentlemen will consent to serve with Mr. Ex-President Adams as their A bill was thia morning introduced by Mr. J. C. Cuanx, from the Committee on. Naval Affairs, which was entitled, A‘ Bill to. establish additional ranks in the Navy of the United Stafes, and for other purposes.” The additional ranks which it proposes are those of Admiral, Vice’ Admiral and Rear Admiral. The bill wasread twice, and onthe question of reference, Mr. Lott Warren said the Go- vernmeat had not a dollar wherewith to pay its debts, and therefore, objecting to the creation of new sources of expenditure, he moved to lay the bill on the table.! Subsequently he was induced to with- draw his motion, and the bill was referred to ‘the Committee of the Whole, on the state of the Union. A bill has also been reported from the same Commit- tee, toaugment the marine,corps. The bill, which was introduced by Mr. Fessenden, proposes that the President ot the United States shall be authorized to cause the marine corps ia the service of theUnited States to be augmented by the appointment ard en- listment of one Brigadier Géneral, one Colonel, one Lieutenant Colonel, tea Captains, fifteen Virst Lieutenants, lifteen Second Ligusenante, sixiy Ser- geants, sixty Corporals, thirty drannmers, thirty fifers, and one thousand privates. Bulletin, Feb. 10. iictare Larest or tur Stoxrm—Loss or Lrves.—The gale which was so revere here last Wednesday night, extended far to the eastward. It was attended with the lose of several valuable lives. The Barque William Fales, Capt. Thomas, from Bristol, R 1, for Portland, was lost on Cape Ned- dock, about ten miles east of Portsmouth, on thar night, during the cevere gale. The Captain and seven men out ef the thirteen on board, perished. The fal) of the barometer is said to have been al- most unprecedented. The barometer in Boston stood on Wednesday morning at nine o'clock at 29 80, and at half-past ten, P. M. at 28 25, a fall of one inch and fitty-five hundredths. The questien of @ National Bank or a fiscal agent bas long been a bone of contention between the political par ties. The broad principle in contest is simply that of. maintaining a steady currency, or of creating an ex- pansive fluctuating currency. The advocates of the latter are those who were the victims of the Biddle sys" tem of finance ; that is, those who were soluced into extravegant speculations by the stimalous of bank cre dits, and who, being overtaken by the inevitable r-val- sion attending that system, were ruined by the depre- ciation of currency. These people have clamored for and obtained a bankrupt law, which legalizes the repu- diation of their debts, on. the ground that through cir- cumastdnces beyond their contrvl, they contracted debts in acheap currency, which ¢! cannot pay in a dear currency. Those the most heavily involved have taken advantage of the law, while other# have been hoping that through the medium of a government Bank, @ temyo. rory inflation might be created by whieh they could get clear of their embarrassments at the expense of other people; on the other hand men of real capital, sound views and regular busin contend for a regular and tteady currency, which shall ave the industrious por, tion of the community from the intrigues of the specula, tort.
