The House of Representatives this morning granted toa recently formed Congressional Tem- perance Society—consisting of members of Con- gress as its title imports—the use of the House on the evening of the 25th instant, but for what pur- pose was not stated. The cause ef Temperauce has now amongst its advocates the Statesmen of ‘the land who are exemplars for theirconstituencies. Itisno longer comfined to the degraded though re- claimed druvkard, or the weak-minded fanatic ; high station and commanding talent lend it their sanction and their influence, and its membership threatens to become the test of respectability. The House was next engaged in an ineffectual ef- fort, originated by General Ward of New York, to reverse the decision of yesterday on the third read- ing of the bill to suspend the operation of a portion of the Charter of the Banks of the District of Colum- bia, which prohibits the re-issue of the notes of the non-specie paying banks. General Ward’s motion to reconsider the vote, was not successful. For ‘the residue of the morning hour the House continued the discussion, commenced a day or two since, on the report of the committee on retienchment The report concludes with a series of resolutions, the first of which is the subject matter of the debate so far as it has proceeded. It is as follows : Resolved, That the Clerk of the House be, and he is dmereby authorised to continue in his office the services of the three assistant clerks authorised by resolutions adopted by the House on theéth day of March, 1926, and the 11th dey of October, 1337, in ition to the six tantant clerks now authorised by law. at the annui lary now receited by them, respectively ; and that hi employ no greater number of assistant clerks at any time in his office, unless permitted so to do by an order or re solution of the House. A reduction of the number of clerks is contem- plated, and this is considered an affectation of regard for the public purse on the ore hand, while on the other it is deemed but the commencement of a searching reform and retrenchment, which are to extend themselves threugh every department of the government. The remainder of the day was con- sumed in committee of the whole on the Civil and Diplomatic appropriation bill. The second section was under discussion when the Houge was last in committee on this bill, and it was now the pending question ; but for the purpose of opening one of those worthless and interminable debates for which the Heuse issomewhat norious, Mr. McKeon mov- ed to strike out the enacting clause with the avowed ~object to enable him to go into the wide field which se multifarious a measure opens for discussion. The Penn Township Bank, as one of the losers by this fraudu- lent issue, and from other transactions, commenced asuit of some sort against him, and it was while in the custody of the Sheriff's officer, that the rash and melancholy act was committed. Boyd was rather a dashing blade, about 35 years of age, and very reapectably connected. He has a wife and family in the interior of the State. Isit not a little remark- able fact, thatse many of our bank officers when thus traced to their end are found to be connected with lewd women. He was originally theagent of the Bank—then its cashier, but at the present time is not, I believe, connected with it. His wife wasa niece of Jonathan Knight, late President of the Bank of Northern Liberties. The claim of the Penn Township Bank against him was $30,000. During the mee lingered, from ix o’clock until ten, he was perfectly sensible, said nothing, however, of his circumstances or condition, andto the enquiry how he held the pistol he replied: “I don’t know, don’t trouble me.” The deceased is supposed to be about 35 years of age, and has a wife and two children living in Covington, Tioga county in this State. The pistol with which he done the deed, was found by his tide, and the fellow to it was ta- ken out ofhis pocket, loaded. The resolutions of Mr. Clay, introduced into the 8e- nate, in relation to a revision of the tariff, so a8 to mect the wants of the Government, are just and sound, as far as relates to the reduction of expenditure, and the ne- cessary increase of the tariff. The principles laid down will find a response in the breast of every man in the community. A permanent deficiency in the revenne can and should be supplied in no other way but by an in- crease of duties. Treasury notes are undoubtedly|the best, cheapest and lesst burdeasoms manner of supplying a temporary deficiency ;ut one that (hreatens tajbe per nent must be promptly met as such. The first step to be ta. ken. however,isto ascertuin the extent of the deficiency, and then to take measures to make it as small as posii- ble. The policy of increasing the debt has been thwarted only by the utter inability to borrew, andas a last and only resource, they are thrown bock upon the tariff. Mr. Clay has resorted to it for two reasons—first, thot it is impossible to borrow ; and second, because it favors the oppressive high tariff views of the aristocra- tic party. Ifthe object is really to produce “ rigid economy,” in crder to make the burdens as light a» possiblein'a pe- riod of“ general embarrassment and pecuniary distress.” Why persist in squandering the $3,000,000 annwally re- ceived from the proceeds of the public lands? Simply because by so doing, the import duties will be increas edto the same extent, thereby acting as a bounty to the manufacturing classes, and an oppression to the consu- mers of goods. The plea of relieving the States by the distribution, is absurd. Indiana is deficient $700,000, and is to get $35,000. Now one of two things is certain, either increased duties do or do not raise the prices of goods’to theconsumer. If they do beyond that, which is abso- lutely necessary to the support of the government, they are manifestly unjust, inasmuch as they tax the many for the benefit of thef-w. Ifthey do not raise the prices, asisalledged by the advocates of a tariff, but that the revenue is paid by the foreign manufacturers. Tho howe manufacturers can derive no benefitwhatever from atariff; and it must bo the same to him whether there is aduty or not. The fact is, however, and admits of no cavil, that prices are increased by the duties. If,on the above imports of $51,000,000, a revenue§ of $3,005,000 is to be raised to refund the proceeds of the public lands voted away, it will amount to an ad valorem duty of 6 percent, which will not only raise the price of the im ported goodsto the same extent, but those of the home manufacture also. The consumers will.then have te pay an additional 6 per cent dn $446,000,000 of goods an- aually, which amounts to $13,600,000, of which the go- vernment will get $3,000,000, and the manufacturers $10,600,000. The ‘‘relicf” offered to the States by the distribution act, to the extent of $3,000,000, will thus cost the masses of the poople $13,600,000.
