VUdS TSC H1-P-4. ——— eee ‘Washington, I Corrcepondence ot the Herald.| Wasmioron, Feb. 14, 1812. Proceedings in the Senate—The Pipelayers —The American and Mr, Profit. In the Senate, this morning, after the reception of petitions, Mr. Waiout, from the Committee on Commerce, to which had been referred the petition of the pilots of New York, praying the repeal or modification of the law concerning pilots, passed by ‘Congress in 1887, reported a bill to repeal the law cf the 2d of March, 1837, upon that subject. Mr. Waienr accompanied the report with some Tematks, showing the partial and defective charac- ter'of the law of 1837, when the bill was read and ordered to a second reading. ‘The resolution offered by Mr. Purace two or three weeks ago, respecting the commission for investi- gating the affairs of the New York Custom House, and a discussion ensued which lasted until near five o’clock, when the resolution was laid on the table, ‘and the Senate adjourned. Ta the course of the debate, Mr. Manoum said Le eonzidered the resolution calling for information un- mecessary, asthe report of the commissioners wee im preparation, and would be ready in a few days The report, he feared, would be imperfect; fcr, whether from want of facilities to obtain inferma- tion, or want of time to get through such a mase «f ‘abuse, he was not prepared to say, but he under- stood the labors of the commissioners were not yet half through, and it would require an extension to enable them to probe the enormous mass ef abuses tq the bottom. Rumors of the efforts making at Albany to defeat Mr. Bloodgood, have already reached here.. The Pipelaying interest are as busy as bees. They will not give up power till the |ast moment. Some curi- ous facts will soon be made public in relation tothe @orrupt arrangements of these people. Never did a set of men cling to office and its emolumeats and consequence, with such tenaeity, or die more ungracefully. Baffled and thwarted in characters. A new description of fraudulent bank notes have made Tothe 8; ver of the Honee of tatives- Sim :—I find thet I heve been appointed a member of the Committee on Foreign Affairs recently, to fill one of several vacancies that occurred in thet committee by the resignation of members whose names were publicly made known, and deemed by the House sufficient to ex- cuse them. I. de: ply regret the necessity that I feel myself under to decline serving on that committee, and respectfvlly ask that the House willexcuse me. i Thavecarefully examined the grounds on which the late members of the committee have placed their justifi- cation before the country for retiring from it, and full; sustain their views. Thereasons t! assign being al: together applicable to myself, [ ask to be excused, With great respect, Your obedient servant, R CHAP: House of Representatives, Feb. 12, 1942. The House agreed to excuse the honorable gen- tlemen. The course these gentlemen have taken was not altogether unexpec’ed, and therefore it hes excited little remark, but it may cause some embar- rasement and annoyance nevertheless. Mr. Evenrerr renewed his motion to make the ap- portionment Bill the special order for each succeed- ing day until Tuesday the 22d instant, but the mo- tion was’ negatived by 2 majority of 124 to 58, and the Hotise proceeded to the order of the day, which was the presentation of petitions. All the States were called from Maine to the Territories, and the entire of a long ‘session was occupied with this branch of business, which, however, possessed nc- thing of novelty or interest. The reiterated refusal of gentlemen to act with Mr. Adams on the commit- tee on Foreign Relations, appears not to disturb the temper ofthe Ex-President in the least. After this second secession, the venerable gentleman attended the theatre, and laughed as heartily at Yankee Hill’s drolleries, and was as rouch fascimated with the exquisite warblings of Mies Reynolds, as the youngest and the freest from State cares and anxieties. Apropos of theatres. Hervio Nano is here and is shortly to run through a brief engage- ment. The benks of New Orleans have lately been in the habit of issuing e description of paper in order to evade existing laws, and to avoid the responsibility attached to issuing notes peyable on demand. To remedy this the Legislature passed an act which, as it is brief, we here insert :— An Acr. To prevent aseiies violation ef law by the jan!
