That 14 fail of Spanifh fhips of the line were laying in the Caraccas, ready mann’d, but dared not to ftir out, tho’ one or two of our fri- -gates would every day approach fo near as to be reached by them, thould they think fit to fire, which they carefully avoided, as they were in a terrible confternation from their expeétations of their being momently atracked, and deftroyed, the inhabitants of the town having removed all " their effeéts upon their receiving the account of the furrender of Martineco, that they were greatly difmayed, fince which a Frenchman dare not walk the ftreets, they are {o hooted at by men, women and children, who hate and heartily curfe the French for bringing them into the war, the effects of which they will feverely feel, beef being 20 Dol- ~ lars a barrel, and fifl they are not to eat, for which they have obtained the Pope’s difpenfation.
