\ ; To the PRINTER, I Live in the country, and therefore, have not the Pleafure of reading your Gazette fo foon as thofe in Town ; but atfalt that of the 2 5th of Decembeb came to hand, and calting my Eye upon it, I obferv’d to my great Surprize, that the firlt Thing which prefented it felf to view was a Pro- pofal of laying an Excife upon Nonfenfe, on Impropricty and bad Englith. But after I had trifled away fo much precious Time, as to run over the Arguments ufed in Favour of the faid Propofal, I plainly faw that it was only the Effort of fome trifling Scribler, that was willing to lend a Hand in filling up your Paper, and difcover to the World his- Ability of writing com- mon Senfe, whofe unfruitful Mind was not capable of furnithing him with a better Subject. It appears by what he fays, that this Subject has long revolved in his Mind. It is ftrange that any rational Mind,(hould be fo jejune,as not (after a long feries of Re- fle&ion)to produce fomething of more Im- portance to the Public ; but as ftrange asit is,it appears to be no more ftrange than true, \fl’ould it not have been more to his Ho- noiur, and for the Intereft of the Govern- ments, to have propofed fome Method for the Encouragement of Learning at leaft of ‘good Englith ; But this is not agreeable to the Genius and Spirit of the Author He had rather ufe Force and Violence, to bring Mankind to the Knowledge of Let- ters. The Promotion of Lea#ing ( I hum- bly conceive) is not his Defign, but only a mean, low liv’d and felfithDefign of ob- taining aLiving by the Ufe of his Pen: but notwithftanding the faid Propofal is fo puerile and trifling as not ta deferve a Reply, yet fince we are taught by lim who “excell’d in Wifdom to “anfwer a Fobl ac- cording to his Folly, I would offer a few ‘Queries, which may as well deferve Perufal and employ a few Morhents of that Time which lies upon hand. Query 1. Was it ever known, in any wifeGovernment, thatLegiflators took Ad- vantage of the Weakoefs of the Subjeét,to defray the publick Charge ? 2. Does not the writing Nonfenfe, Im- propriety, bad Englith or falfe Spelling arife from Weakaefs or want of Education ? 3. Would not an A& of Government inFavour of the propos’d Excife, be a great- er Reproach; than the prefent Ufe of bad Englith, [mpropriety and falfe Spelling ? - 4« Isit not the Cuftom of all wife Na- tions, to lay Excifes only on things vendi- ble? 5. Is not the Author of faid Propofal gulity df Impropriety, ia fliling the Pen- ny which he propoles Men fhould pay for every Ule of Nonfenfe &c. an Excife ; for if it is a Crime, ought it not to be ftil’d a Fine or Panithment ? 6.~ Is not the Author of the Said Pro- pofal guilty of Impertinence, in recommen- ding his impageant Propofal, as worthy the Attention of the Legiflators? 7. Wouyld not the World be deprived of many flne Thecughts and ingenious Obfervations was the propofed Excife to take place, fince there are Men of the beft Senfe that have not had the Advan- tages of an Education ? *8. Wouldit notbe more to the Ho- nour of the Author of faid Propofal, to leave Politicks to Politicians, and obferve that Roman Maxim, Ne Sutor ulira Crepi- dam.
