INCE our laft there have arrived here up- wards of twenty Sail of Veflels, from QUE- BEC, moft of which have been employed in his Majefty’s Service, asTranfports and Store Ships in the Expedition up the River St. Lawrence: They left Quebec the 8th of O&tober with a Number of others that had been employ’d fn the fame Service, bound for Earope and feveral of the Ports on this Continent, under Convoy of the Scarborough, Capt. Stott : In thefe Ve {els are a Detachment of the Train of Artillery, which with Capt. McCleod’s Company of the Train are to be flationed here this Winter ; a Number of theOfficers who have been wound- ed in the Siege of Quebec are on board the Veflels, detin'd for Philadelphia, New York and this Place : In one of the fhips are the Sea- men raifed by this Province in the Spring to ferve on board his Majefty’s fhips who have been difcharged, agreeable to Admiral Saun- ders’s Engagement ; as alfo a Number of the Rangers : The Louifbourg Grenadiers were fent to that Place, under Convoy of the Porcu- pine floop of War, which alter {eeing them into Port, proceeded home. CAPITULATION of QUEBEC, the 18th of September, 1759. ‘ ARTICLES of Capitulation, propos’d by Mr. Ram/ey, Lieutenant Governor, commanding the upper and lower Towns of QUEBEC, to his Excellency the General of his Britannic Majefty’s Army. The Capitulation was ratify’d agreeable to the undermention’d Conditions, Viz, ARTICLE .1, ; R. Ramfey alks for the Honors of War for M the Garrifon ; that it fhall be conduéled to the Army in Safety the fhorteft Road, with Arms, Baggage, {ix Pieces of Brafs Cannon,two Mortars, acd twelve Rounds to each Piece. The Garrifon of the City, comprehending Land Troops, Marines and Seamen, fhall march out of the Garrifon withArms, Baggage, Drums, &c. two Pieces of French Iron Cannon, and twelve Rounds per Gun,they fhall be embark’d for France as canveniently as poflible, and land- ed at the firlt I'gis there. ART. II. That the Inhabitants be in fall Pofleflion of their Effets, Houfes and Privi- leges. Granted. ART. III. The Inhabitants fhall not be fought after for having carried Arms in Defence of Quebee, as they were ferced to it, and the In- habitants of the two Crowns ferve equally as Militia. Agreed. ART. IV. The EffeCts of the abfent Offi- cers and Inhabitants thall not be feized. Granted. ART. V. The Inhabitants thall not be re moved,nor quit theirr Houfes, until 2 Definitive Treaty between the z Crowns thall determine it. ART. VI. The Exercife of the Roman Re- ligion fhall be tollerated ; that Safe Guards be placed at all Ecclefiaftical Houfes andConvents, including the Bithop ; and that he be allowed to come and officiate 1n his Funttion at Quebec, when he fhall think proper, and exercife freely and deceatly the facred Myfteries of Religion, until the Fate of Cazadaz be decided by Treaty, between the two Crowns. Granted. ART. VII. TheArtillery and Warlike Stores fhall be given up faithfully, and that an Inven- tory be taken of them. Agreed. : ART. VIII. Comm‘{laries,Clergymen, Sur- geons, and other neceffary Perfons thall be al- low’d to the Hofpitals, agreeable to the T'reaty of Exchange made the G6th of February 1759, between the two Crowns, Granted. ART. IX. The General will be fo good to place Safe Guards at the churches, convents, &c. before he is put in poficflion of the Port, and Entrance of the Town. Granted. ART. X. The Lieatenant Governor fhall be permitted to fend an Account of the furrender of the piace to the Marquils Paudrucille ; as allo by Letter to acquaint the French Miniftry there- with. Granted. ART. XI. The prefent capitulation fhall be obferved agreeable to its Form and Tenure, without being fubject to Non Execation, on Atcount or Pretext of Reprifals for Non Obfer- vance of precedent capitulations.
