WEDNESDAY, AUGUST 6, 1930. 13 PROFESSOR DENIES DEMOCRACY FAILS Says It Has Never Been Tried in South Aug. 6.—(R) democracy has Williamstown, Mass., —The belief that failed in Russia, Italy, Jugo-Slavia and Turkey is “fantastic” Professor Cecil Delisle Burns, of the Univer- sity of Glasgow, said today in an address before the western civiliza- tion conference of the institute of | politics. “They never had any democracy,” Professor Burns declared. “Even within the jurisdiction covered by | western democracy there are sections in control of dictatorships where democracy has never been tried as in the southern states of the United States. The governmeént of thesc states is not democratic, nor is their power in national affairs on a demo- cratic basis. Similarly, the govern- ment of India is a dictatorship and 50 i3 the government of the colonial territories of European democracies. “Where a small group controls the government of large numbers, with- out reference to the choice or desir of these large numbers—even if the control is intended for their good— there is dictatorship.
