Coroner Starts Inquiry Into Fire On Thames Bridgeport, July 9 (UP)—The coroner opened an inquest here to- day into the freighter Thames fire, in which 16 seamen lost their lives off Greenwich April 24, although the United States steamboat inspection service already has investigated and found no criminal responsibility. Coroner John J. Phelan decided to inquire into the disaster after rela- tives of Lambert Hancourt, pilot of the Thames and one of the victims, had expressed dissatisfaction with the federal inspectors’ finding. Among the witnesses to be ques- tioned by the coroner was Captain Robert Sherman of Stratford, who testified at the federal hearing in New Haven that he did not know the cause of the fire, which forced abandonment of the blazing freight- er in a choppy sea POLICE BEATS CHANGED In a special order issued by Chief W.
