He also sug- gested that an analysis be made of previous injuries by kind of opera- tion conducted and by real cause, and also of the operations to tain whether any are conducted un- safely. It was advised t the fre- quency as well as the number of in- juries by operation be determined. so that operations could be worthy of attack A scientific plan of pre- vention, it was asserted, should pro- ceed with the question consfantly in mind as to whether any operation can be performed in another, safer and better way, and in this connec- tion Mr. Heinrich mentioned a case where the substitution of another material for the manufacture of a certain article resulted not only in a reduction of accidents but also Jower costs of manufacture. The last step mentioned by the apeaker in his series of recommen- dations in the prevention of acci- dents in the handling of materials pertained to the improvement of su- pervisory control of emploves.
