NEW BRITAIN DAILY HERALD, WEDNESDAY OCTOBER 2 23, 1929. BAR WILL ASSIST HOOVER WITH LAW Association Yotes fo Aid Presi- dent in Fight Today Tenn., Oct. (UP)— The full resources of the American Bar association were pledged to President Hoover in “grappling with the alarming disobedience of law, the abuses of law enforcement and the growth of organized crime,” by Gurney E. Newlin, president, in his address before the 52d annual con- vention here today. The American Bar association and members thereof to the limit of their resources and ability, willing and anxious to give aid and assistance in stem- ming this great tide,of crime, which has come to rank s the foremost problem of our nation,” Newlin said. Approximately 4,000 members, the largest number ever to attend a national convention of the associa- tion, heard Newlin's vigorous plea for “enforcement of law through lawful methods.” “No law, however lawless enforcement,” Newlin said. “The resort to lawlessness in en- forcing or seeking to enforce law is more than casual; in tends to be habitual. The question Memphis, just, can justify reaches the deep foundation of the' law upon which the republic is built—salus populi suprema lex. “It is a tradition of justice that the use of torture in obtaining con- fessions is contrary to law and can- not he wealth.” “The raiding of homes without | warrants is a direct violation of the| law originating in the Magna Charta and reaffirmed in the constitution,” Newlin said in referring to the re- cent ruling of an Iowa court permit- ting state dry agents to hom without a warrant and the subsequent upholding of this ruling | b the U. ‘In referring to lawless enforce- ment of the law, I do not have in mind any particular law or statute. The methods used are not confined to the arrest of persons or the warranted invasion of homes the un- supreme court. warranted shooting of suspected law | violators, or the so-called third-de- gree methods. They cover, rather, the entire field of law enforcement,” Newlin said. “This bar association pledges to work toward the end that all laws may be placed on a parity and one law may not be sacrificed or violat- od for the purpose of enforcing an- other. “There 1s no greater incentive to lawlessness than for the government, in the enforcement of one law, to violate another. The obligation to protect the public against the unlaw- ful enforcement of the law is upon the organized bar.” 200 STORY BUILDING PLANNED Chicago, Oct. 23 (A — The 200 tory skyscraper was visioned today by Col.
