— FEDERAL PRISIN INSTATE LIKELY Gonnecticut Reported to Be Favored for Institution Site By GEORGE H. MA G (Washington Correspondent, N. B, Herald) Washington, D. C., Aug. 9.—Con- necticut is the most likely location for the new federal prison which President Hoover will ask congress in December to authorize, it is be- lieved here. The new prison will cost between $5,000,000 and $10,- 000,000, i The factor most prominently men- tioned in Connecticut’s favor is the state's central location.in the group of ‘“northeastern states” which President Hoover has stated will get the institution, It is not held likely that the new penitentiary will be located in the northeastern group of states follows in almost exactly the same language the recommendation made by the special committee of the Thouse judiciary committee which reported on January 31, fol- lowing two years' investigation. Another indication . that Connec- ticut 1 one of the most favored sites 18 seen in the fact that Rep- resentative Bertrand - H. -Snell of New York, who fathered the bill for the special committee investigation, also sponsored a bill to authorize construction of the prison and specifically provided that it should be constructed in New England or New York. Ivery serious con- sideration of the stibject, therefore, has pointed to Connecticut or the vicinity as the logical location. 1t is not unlikely that this bill of Mr. Snell's now before the house iudiciary committee awaiting a de- partment of justice report. will be the one which is passed to comply with the president's request. Snell has backed it for six years, but has been unable to get it reported out of the committee, | “Our plans”, said the after several conferences with torney General Mitchell and San- ford Bates, head of the federal prison system, ‘“necessitates an ex- penditure of about $5,000,000, and will comprise some additions and re- visions, and probably a new prison somewhere in the northeastern states, “Atlanta is 120 per cent over ca- pacity in inmates at the present time, and Leavenworth 87 per cent, all of which is the cause of infinite demoralization and the direct cause of outbreaks and trouble. Narcotic violations comprise most of the causes for which these men are in jail ,exceeding prohibition by 33 to 14 per cent, he said. His recommendations therefore included consfruction of two narcotic farms to cost several million dollars ad- ditional. At least $5,000,000 is to be spent on extensions at Leaven- worth and Atlants, leaving between $5,000.000 and $10,000,000 of the projected total for the new prison | and other expenses. The special house committee's re- port recommended construction of 1wo new penitentiories ,of which “one should be in the northeastern part of the country, located as near | as possible to the center of com mitment from the federal court . and of a hospital for the criminal insane; completion of the Chillicothe, 0., reformatory; exten- sion of the probation system, etc., all of which are embodied in the Hoover recommendations. president | At- | Road Conditions in State of Connecticut Road conditions and detours in the State of Connecticut made ne- cesary by highway construction, pairs and oilings announced by ths | Connecticut State Highway Depart- ! ment, as of August Tth, 1929 are as | follows: Route No. | Milford—Post road, shoulders be- | ing oiled. | Stonington—Westerly and Groton | road, shoulders being oiled for three miies.
