Anyone who will study it and not tuke the headlines of the news- papers, can absolutely find no other inswer. 1t was the hardest-fought law that has ever been attempted in Anierica. And what happened? As you all know, long hefore the war states had by their own initiative and vote passed it. “Every attempt was made to de- frat it.
