' \ .. " 7 LEADERSHIP ATDS | WHOLE UNIVERSE American Ideals May Lessen World Savavgery - Boston, .Feb. 28. (A—American leadership in werld politics i likely to bring about some ame- !mrauon of a state of international ‘ftavagery" in which the world finds itself, belicves Thomas E. Benner, chancellor of the Univer- ity of Porto Rico. In an addreas at the annual con- vention of the department of super- intendence of the National Educa- tion association tonight, Benner cautioned the educators that “with- the new era which sees European domination give way to American leadership, we must learn, among other things, that internationally speaking, the world still is in a period of primitive savagery.” “Nations,” he said, “have not heen content even to extract an vye for an eye and a tooth for a tooth., Of the offender and even of the innocent, they have sought life itself if ratioral selfishness were accompanied by the national might which made such extraction possible, “There are reasons why Ameri- can leadership in world politics is likely to bring about some amelior- ation of the state of international savagery. The American nations, taken as a whole, are under-popu- lated and under-developed. Their natural resources are sufficiently great to relieve them of the econo- mig pressure which is the basis of FEuropean rivalries.” Benner said historical research during the last ten years had re- vealed that the causes of the world war were far different from those assigned by the contending nations and that, at the time, these causes were nknown and almost un- knowable.” “Nations are not intelligent in their world relationships,” he de- clared. *“They cry and laugh at the achievements of o Lindbergn. They rage and storm over 4 minor un- intended discourtesy. They may be led by appeals to the heart but are indifferent to appeals of the in- tellect, . . “The ideal which should be the contribution of the Americans in the era on which we are embarked, the inter-American tdeal, should be the homely idea) which we com- monly call neighborlincss. “Porto Rico has offered an ex- ample from which we might learn. These Latin-American citizens of the United States, moulded by 400 years of Spanish tradition which is the commeon inheritance of Latin-America, and familiar with the institutions and policles of the United States, have done much to bring - together the two great cul- tures of North' and South America and in mutual understanding and compenetration.” PRAGTICE PERIOD FOR THE TEACHER Need for Better Teaching Is Stressed in Talk Boston, Yeb. 28. (M—There s much need for better teaching in the high schoois, Russell H. Leavitt, high school agent for New Hamp- shire, told the National Education association today. He suggested a plan calling for a period of prac- tice for all prospective teachers. Seventy-eight per cent of the | high school teachers are college graduates, he said, but there are few of thesse who had any practical teaching experience before gadua- tion. He suggested that they”should be given an opportunity to practice the theory learned in thelr classes, & chance to try out methods and to think and work in terms of chil- dren. Seventy-nine per cent of the high schools of the country are in rural communities, he said, where more than three-fourths of the teachers do not remain in the sume position longer than three years. This means, he declared, thdt they get their experience at the expense of the pupils and by force of circum- stance are compelled as beginners to struggle alone. To bring balance and harmony into the life of youth there must be @ closer correspordence between his current relations to educational institutions and hLis subsequent re-d4 lations to employment, said James C. Miller, professor of educational administration at the University of Pennsylvania. “It is essential for the life of the group to insure the like minded- ness necemsary for cooperation in matters of common concern and for mutual reinforcement in differenti- ated specialization,” he said. “The barriers that have kept mankind fn separate and hostile groupings are yielding gradually to the influences that are bringing closer, more inti- mate and continuous relations.” Prize Thesis Sought on Source of Sun’s Energy Néw York, Feb. 28 UP—A $500 prize for the best thesis on the [source of the sun’s energy is offered by A.
