But the league has decided that the time has come to study the problem, and in international con- ference will be called at a later date to discuss the immense project of safeguarding the food supply con- tained in the oceans of the globe. Recent estimates of scientific so- eieties contain the prediction that ultimately the world population will not have food for its sustenance, not only because of growth in num- bers but because of the increasing | demand among civilised men for & greater variety gf food products. Profcssor Buarez admits that the problem of conserving products of the sea is a new one to put before Jyrists, but he is convinced that the time has come to put the subject on the agenda of the conference for the codification of international law. Many fish and mea animals, he belleves, will become extinct unless their exploitation is subjected to international regulation. “As the democratic organization of society improves” M.
