¢ unequivocally s » . WISDON SEEN N - USE OF “CHonse - Find No Political Gain in An- Toancement Rapid City, 8. D, Aug. 4 P — The opinion that President Cool- idges statement that he does not choose to run for president in 1928 might have more than one mean- ing dwindled further in the sum- mer capitol today and belief had become almost positive that he has eliminated himself from occupancy of the White House after March 4, 1929. Several reasons for this belief 4 come most prominently to the fore in Rapld City. First, it is pointed out, Mr. Coolidge could acarcely have used any other than the word ‘“choose” in making his pronounce- ment and still keep the country trom thinking him to be presump- tive to the extent of believing the nomination next year actually was his. Had he said: “I will not run for president in 1928 he would have presumed, it is held, that the republican convention would nomi- a nate him. It is argued further at the sum- mer ecapital that if Mr. Coolidge had said: “I will not be a candidate for the republican nomination in 1938, the same controversy would have arisen with the belief that the president was merely declaring himself not a candidate, but not ‘> that he would decline the nomina- tion 1t forced upon him. Becond, it is declared by those in regular touch with the president + that by his statement Mr. Coolidge closed the door to pledged dele- gates from some states which hold thelr primary election before the » national convention. In those states, it is necessary for an aspirant to certify himself in order to make a primary election result legal. It is held that it the president had any desire whatsoever to continue in the White House, he would not have gone out of his way to eliminate himself in these electons. South Dakota is one of the states with these primary election laws. The president desircd the delegates from this state, it would be neces- sary for him to accept the platform adopted at the state’s proposal meeting to be held earlv next March. It he did not sign the plat- form, he could not he certified to the voters at the primary. Third, it is pointed out that the | statement could in no way be con- strued as leaving the president in aht easy position to go one way or another in the event the nomina- tion was tendered him. It is held that in the final analysis, when the time came for him to accept or reject the renomination the choice would be up to him and since he already has made his choice not to run, that there was little reason to hold he would conclusion. It is asserted finally In the samc quarters that Mr. Coolidge ga * nothing politically by making the announcement because if he actual- ly wanted another term his better course would have been to have re- 4+ mained silent as he did in 1924, Being the titular head of the re- publican party, and recognized in some quarters as the actual head, there is held to be little doubt that Mr. Coolidge could muster sufficient strength for any candidate he chose to support in the next con- vention. He has, however, given no indication as to whom he would favor and it is not expected here that he will publicly endorse any- one, GONFISCATED GOODS MAY BE RETURNED " German Aliens to Profit hy Pro- posed Law Washington, Aug. 4 (P—Passage by the next congress of an alien property bill providing for the re- turn of approximately $265,000,000 in stocks, patents, real estate, and other holdings secized from encmy allens when the United States enter- ed the World War is deemed likely by Howard Sutherland, alien proper- ty custodian.
