The first section appliés to registration of vehicles by minors after January 1, 1928, and the second, which went into effect July 1, deals with the financial re- sponsibility to be shown by drivers between 16 and 18 years of age. Regarding the first section, the de- partment explains that after Janu- ary 1 the law will not allow the commissioner to register a motor vehicle owhed by any person be- tween 16 and 21 years of age un- less such person files proof of finan- cial responsibility, This proof must be accompanied by *a certificate signed by either or both of the par- ents, as the commissioner may re- quire, or the legal guardian of the minor, approving or requesting the registration of the vehicle.” Under the second section of this law, now in effect persons between 16 and 18 years of age must show proof of financial responsibility to the commissioner.
