Mrs. Loren Baucroft gave a bridge | party Tuesday afternoon at her home |on Robbins avenue. The prizes were awarded to Miss Nina Blair and efforts it is suggested in “Infantry Training” that community singing in the army shall be revived. Doctors were summoned from Elk- hart, 25 miles away, and Goshen, but they arrived to find their services |required only for the trcatment of {minor injuries. In one city the re- | cords were so inadequate that our investigators had to hunt out the pe- {itioners themselves to learn what | had been done. | “As fast as these-studies are com- pleted reports are made to iocal, judges and committees interested so that the findings are used to im- prove the probation work of the lo- cal courts. This is the type of serv- ice which the National Probation as- | soclation 1s rendering all over the country, The cornerstone of the| probation system is the study and (reatment of the individual ° delin- quent. Common sense tells us that judges desire to dispose intelligently | o the lives of those who come be- | fore them and this can better be done with knowledge of the offend- ¢ ors’ social background. The addi- tion of well qualified probation offi- | cers to any court greatly strengthens | {he work and is a constructive meas- | ure that not only saves moncy for the city which employs such officers, but what is of far more importance, it helps materially to raise the tvpe of citizenship in the community. Recommendations Made. i Norwich, Feb. 4 (A—Employment of a probation officer who would share his time about equally be- twoen puvenile and adult probation tween juvenila for detention of ju- veniles elsewhere than in the police station and hearing of juvenile cases as far as possible from the pol court atmocphere are among the recommendation made by Francis H. Hiller, ficld sécretary of the na- tional probation association, follow- ing a survey -of the juvenile court and probation needs of this city just completed. The work ot Miss Julia Corcoran, social worker of the family welfare department of the United Workers of Norwich, as women's proba officer, received the approval of Mr. Hiller, who felt that Edwin Hill, zeneral secretary of the Y. M. C. A. who has been acting as probation officer for young men, had too much work in connection with the Y. M. C. A. to give to the probation work the time and attention necessary for successful results. The probation work being primar- preventative and reformative her than punitive, Mr. Hiller ex- ed the opinion that removal of wenile hearings formal and in- 1l from the police eourt atmos- phere would be desirable and that the prosecutor should not be preg- ent unless really required. Boys and | girls under 16 have been detained in the women’s room at the police sta- tion. The investigator recommended the substitution of boarding homes, or of quarters in the United Work- ers' building, if possible, i Other recommendations included sarlier attention to cases which might develop trouble; closer co- operation betwcen the agencies Co- ing social work; closer follow up work on probation cases; more ade- | quate social records, especially in the case of boys. | The present method of unofficial adjustment of as many juvenile cases as possible received Mr, Hill- | approval. WORK ON FARM BILL Legislators At Washington Hustling About to Obtain Support For This Measure, b 4 (A —Successtul umentary fight to get the McNary-Haugen farm bill be- jore the senate ahead of other measures considered by their sup- porters as equally important, man- agers of the surplus equalization fee proposal today were working for ad- ditional prospective affirmative votes among members still in the doubttul | column, They were hoping to bring into line these senators by consenting to vield to suggestions for minor changes. One of the outstanding compromises sought, and which leaders feel would remove the chief obstacle in the bill's path, is an agrecement with southern members on the proposed fee on cotton, one of five basic farm commodities on which a changa would be made to handle surpluses. Cotton provisions of the bill were gone over at a conference last night between cotton organization representatives and the bill's man- ager in an effort to reach a com- promise on the fee and the Harri- son insurance plan, and although no ldefinite agreement was reached it was announced that some progress had been made. Further conferences were planned.
