(A—Three | men were held in $20,000 bail each and two others were arrested in the court room when the state carried before Judge Lewis . in common pleas court yesterday, its campaign to break up commercial fraud rings alleged to be operating in this and other eastern cities on a million dol- lar scale. At the same time, Post office in- vestigators revealed that the feder- al government had been looking into affairs of 31 merchants in various cities who were said to have been involved in huge fraudulent diver- sions of goods shipped by manufac- turers to firms which did not exist.
